7 An Act relating to students; creating the Teacher
7 Shortage Reduction Act; providing short title;
8 directing school districts to implement certain
8 graduation recognition for students who have met
9 certain criteria; allowing recognition to be
9 indicated on a diploma and transcript; directing the
10 Oklahoma State Regents for Higher Education to
10 implement certain designation for students who have
11 met certain criteria and earned certain hours or a
11 degree; allowing designation to be indicated on
12 certain degree and transcript; providing for
12 acceptance by a college of education under certain
13 circumstances; providing for granting of certain
13 credit; providing for promulgation of rules;
14 providing for codification; providing an effective
14 date; and declaring an emergency.

17 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

18 SECTION 1. NEW LAW A new section of law to be codified
18
19 in the Oklahoma Statutes as Section 11-103.6q of Title 70, unless
19
20 there is created a duplication in numbering, reads as follows:

21 A. This act shall be known and may be cited as the "Teacher
21
22 Shortage Reduction Act".

1 B. Beginning with the 2027-2028 high school graduating class, a
1
2 school district shall implement an education endorsement graduation
2
3 recognition for students who have:
3
4 1. Met the curricular requirements set forth in Section 11-
4
5 103.6 of Title 70 of the Oklahoma Statutes for a standard diploma;
5
6 2. Identified teaching or another education profession as a
6
7 career goal on their individual career and academic plan (ICAP)
7
8 created pursuant to Section 1210.508-4 of Title 70 of the Oklahoma
8
9 Statutes; and
9
10 3. Participated in an apprenticeship, internship, or mentorship
10
11 related to teaching or another education profession pursuant to the
11
12 Apprenticeships, Internships and Mentorships (AIM) Act of 2016.

13 C. A graduation recognition awarded pursuant to this section
13
14 may be indicated on the diploma and the high school transcript of
14
15 students who meet the requirements of subsection B of this section.

16 D. 1. Beginning with the 2027-2028 high school graduating
16
17 class, the Oklahoma State Regents for Higher Education shall
17
18 implement an education designation for students who earn an
18
19 education endorsement graduation recognition pursuant to the
19
20 provisions of subsection B of this section and who graduate with
20
21 thirty (30) or more college credit hours or an associate's degree
21
22 through concurrent enrollment at an institution of higher education
22
23 within The Oklahoma State System of Higher Education. An education
23
24 designation awarded pursuant to this subsection may be indicated on

1 the degree and the institution of higher education transcript of the

2 students who qualify.

3 2. If a student is awarded an education designation pursuant to
3
4 the provisions of paragraph 1 of this subsection and subsequently
4
5 enrolls in an institution of higher education within The Oklahoma
5
6 State System of Higher Education to earn a degree in pursuit of a
6
7 career in teaching or another education profession, the student
7
8 shall be accepted into the institution's college of education. The
8
9 institution shall grant credit for field experience the student may
9
10 have earned pursuant to paragraph 3 of subsection B of this section.

11 E. The State Board of Education and the Oklahoma State Regents
11
12 for Higher Education may promulgate rules to implement the
12
13 provisions of this section.
13
14 SECTION 2. This act shall become effective July 1, 2026.
14
15 SECTION 3. It being immediately necessary for the preservation
15
16 of the public peace, health, or safety, an emergency is hereby
16
17 declared to exist, by reason whereof this act shall take effect and
17
18 be in full force from and after its passage and approval.
