7 An Act relating to education; creating the Oklahoma
7 Teacher-Led Curriculum Development Act; providing
8 short title; directing the State Department of
8 Education to establish certain consortium by certain
9 date; providing purpose; providing for membership;
9 directing the consortium to include teachers from
10 school districts with certain average daily
10 membership; requiring organizational meeting by
11 certain date; directing the Department to publish
11 certain request for submission of certain curriculum;
12 directing the consortium to review and approve
12 curriculum; requiring the Department to publish
13 certain approved curriculum by certain date;
13 providing for review of additional subject areas;
14 providing for codification; providing an effective
14 date; and declaring an emergency.

17 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

18 SECTION 1. NEW LAW A new section of law to be codified
18
19 in the Oklahoma Statutes as Section 11-120 of Title 70, unless there
19
20 is created a duplication in numbering, reads as follows:
20
21 A. This act shall be known and may be cited as the "Oklahoma
21
22 Teacher-Led Curriculum Development Act".

23 B. The State Department of Education shall establish a
23
24 curriculum consortium to review curriculum developed by teachers in

1 this state and make such curriculum available for use by teachers in

2 school districts across the state.

3 C. The Department shall establish the curriculum consortium by
3
4 August 1, 2026, and include in the consortium only teachers who:
4
5 1. Are certified teachers who have been teaching a minimum of
5
6 five (5) years in a public school in this state; and
6
7 2. Have an Oklahoma Teacher and Leader Effectiveness Evaluation
7
8 System (TLE) rating of superior or highly effective.
8
9 D. The Department shall ensure that the consortium consists of
9
10 teachers from urban and rural schools in the state including, but
10
11 not limited to, a teacher employed by:
11
12 1. A school district with an average daily membership (ADM) of
12
13 five hundred students or fewer;
13
14 2. A school district with an ADM of one thousand students or
14
15 more but fewer than two thousand students; and
15
16 3. A school district with an ADM of two thousand students or
16
17 more.

18 E. 1. The consortium shall have an organizational meeting by
18
19 August 15, 2026. Following the organizational meeting, the
19
20 Department, in collaboration with the consortium, shall publish a
20
21 request seeking submission of first-grade mathematics curriculum
21
22 from teachers in this state. The consortium shall review and
22
23 approve for statewide use curriculum that complies with the subject
23
24 matter standards adopted by the State Board of Education pursuant to

1 Section 11-103.6 of Title 70 of the Oklahoma Statutes and has the

2 appropriate level of rigor.

3 2. By January 31, 2027, the Department shall publish on its
3
4 website the first-grade mathematics curriculum approved pursuant to
4
5 paragraph 1 of this subsection.
5
6 F. The consortium shall review curriculum for additional grade-
6
7 level subject areas in accordance with a schedule adopted by the
7
8 consortium, in collaboration with the Department.
8
9 SECTION 2. This act shall become effective July 1, 2026.
9
10 SECTION 3. It being immediately necessary for the preservation
10
11 of the public peace, health, or safety, an emergency is hereby
11
12 declared to exist, by reason whereof this act shall take effect and
12
13 be in full force from and after its passage and approval.
