7 An Act relating to the Roofing Contractor
7 Registration Act; amending Section 4, Chapter 368,
8 O.S.L. 2025 (59 O.S. Supp. 2025, Section 1151.25a),
8 which relates to residential roofing endorsement;
9 updating statutory references; updating statutory
9 language; requiring certain continuing education to
10 be determined and approved by the Committee of
10 Roofing Examiners and the Construction Industries
11 Board; requiring certain valid endorsement to perform
11 certain work; providing certain exceptions; providing
12 an effective date; and declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. AMENDATORY Section 4, Chapter 368, O.S.L.
16
17 2025 (59 O.S. Supp. 2025, Section 1151.25a), is amended to read as
17
18 follows:
18
19 A. Except as otherwise provided in the Roofing Contractor
19
20 Registration Act, on and after the effective date of this act
20
21 beginning January 1, 2027, every roofing contractor, except for
21
22 those defined in subsection G of this section, offering to engage in
22
23 or engaging in performing residential roofing contractor work in
23
24 this state shall be required to receive a residential roofing

1 endorsement. To receive a residential roofing endorsement, the
1
2 roofing contractor shall be required to take and successfully pass a
2
3 residential roofing examination approved under the provisions of
3
4 this act the Roofing Contractor Registration Act with a minimum
4
5 score of seventy percent (70%), and be in compliance with all other
5
6 provisions of this act the Roofing Contractor Registration Act and
6
7 rules before acting or being endorsed as a residential roofing
7
8 contractor. For applicants who have been registered and in good
8
9 standing with the Construction Industries Board on the effective
9
10 date of this act on January 1, 2027, there shall be a twelve-month
10
11 grandfathering-in period from the effective date of this act January
11
12 1, 2027, to January 1, 2028, to either pass the exam or complete an
12
13 additional ten (10) hours of continuing education credits approved
13
14 in advance by the Committee of Roofing Examiners to be granted a
14
15 residential roofer endorsement. Any applicant who has been
15
16 registered, is in good standing with the Board, and possesses a
16
17 current commercial roofer endorsement on the effective date of this
17
18 act January 1, 2027, shall be exempt from the residential roofing
18
19 examination and additional ten (10) hours of continuing education
19
20 credits required to receive a residential roofing endorsement.
20
21 B. Examinations for a residential roofer endorsement shall be
21
22 uniform and practical in nature and sufficiently strict to test the
22
23 qualifications and fitness of the applicants for endorsement.

24 Examinations shall be in whole or in part in writing. Examinations

1 shall be offered at least monthly; dates, times, and locations shall

2 be determined by the registrar or third-party vendor with approval
2
3 of the registrar.

4 C. Any applicant initially failing to pass the examination
4
5 shall not be permitted to take another examination for a period of
5
6 thirty (30) days. Any applicant subsequently failing to pass the
6
7 examination shall not be permitted to take another examination for a
7
8 period of ninety (90) days. However, in a declared state of
8
9 emergency, the examination shall be available as often as possible
9
10 as determined by the registrar.

11 D. No residential roofer endorsement shall be renewed unless
11
12 the qualifying party has completed the required hours of continuing
12
13 education pursuant to subsection A of this section, as determined
13
14 and approved by the Committee of Roofing Examiners.
14
15 E. For all new applicants not registered and in good standing
15
16 with the Construction Industries Board on or prior to the effective
16
17 date of this act January 1, 2027, the Construction Industries Board
17
18 shall issue a residential roofer endorsement to qualifying
18
19 applicants no sooner than thirty (30) days from the date of
19
20 successful completion of the exam. New applicants shall not be
20
21 allowed to sell, offer, bid, inspect, or perform any residential
21
22 roofing contractor work in this state until a residential roofer
22
23 endorsement is issued.

1 F. For all applicants registered and in good standing with the
1
2 Construction Industries Board on or prior to the effective date of
2
3 this act January 1, 2027:
3
4 1. The residential roofer endorsement shall be issued
4
5 immediately upon compliance with the provisions of this section; and
5
6 2. Applicants shall be allowed to continue residential roofing
6
7 contractor work at all times during the residential roofer
7
8 endorsement application process, until January 1, 2028, when all
8
9 persons shall have a valid residential roofer endorsement to perform
9
10 residential roofing work unless otherwise exempted under the Roofing
10
11 Contractor Registration Act.

12 G. The residential roofing endorsement shall not apply to
12
13 roofing labor contractors who:
13
14 1. Only provide roofing construction labor services;
14
15 2. Are working directly for a registered roofing contractor
15
16 that possesses a residential roofing endorsement; and
16
17 3. Are not providing any materials.

18 SECTION 2. This act shall become effective July 1, 2026.
18
19 SECTION 3. It being immediately necessary for the preservation
19
20 of the public peace, health or safety, an emergency is hereby
20
21 declared to exist, by reason whereof this act shall take effect and
21
22 be in full force from and after its passage and approval.
