7   An Act relating to school curriculum; requiring

7   certain teachers who present instruction on

8   biological evolution to also provide instruction on

8   creationism or intelligent design; directing the

9   State Board of Education, school district boards of

9   education, charter school governing bodies, and

10  certain administrators not to prohibit teachers from

10  helping students to analyze certain scientific

11  strengths and weaknesses; providing certain

11  construction; providing for codification; providing

12  an effective date; and declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16  SECTION 1.      NEW LAW  A new section of law to be codified

16

17 in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless
17

18 there is created a duplication in numbering, reads as follows:
18

19  A. A teacher employed by a school district or a charter school

19

20 in this state who presents instruction to students on the concept of
20

21 biological evolution shall also provide instruction to students on
21

22 the concepts of creationism and/or intelligent design.

23  B. Neither the State Board of Education nor any school district

23

24 board of education, charter school governing body, or school

1 district or charter school administrator in this state shall
1

2 prohibit a teacher in a school district or charter school from
2

3 helping students understand, analyze, critique, and review in an
3

4 objective manner the scientific strengths and weaknesses of
4

5 biological evolution, creationism, or intelligent design.
5

6   C. The provisions of this section shall not be construed to

6

7 promote any religious or nonreligious doctrine, promote
7

8 discrimination for or against a particular set of religious beliefs
8

9 or non-beliefs, or promote discrimination for or against religion or
9

10 non-religion.

11  D. The State Board of Education shall promulgate rules to

11

12 implement the provisions of this section.
12

13  SECTION 2. This act shall become effective July 1, 2026.

13

14  SECTION 3. It being immediately necessary for the preservation

14

15 of the public peace, health, or safety, an emergency is hereby
15

16 declared to exist, by reason whereof this act shall take effect and
16

17 be in full force from and after its passage and approval.
