7 An Act relating to schools; requiring students
7 beginning in certain school year to complete certain
8 instruction in order to graduate; allowing
8 instruction to be integrated into certain subjects;
9 requiring certain notification within certain time
9 period; requiring notification to include certain
10 opt-out information; prohibiting certain student from
10 being subjected to disciplinary procedures; providing
11 for promulgation of rules; providing for
11 codification; providing an effective date; and
12 declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. NEW LAW A new section of law to be codified
16
17 in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless
17
18 there is created a duplication in numbering, reads as follows:

19 A. Except as provided for in subsection C of this section,
19
20 beginning with the 2027-2028 school year, in order to graduate from
20
21 a public high school accredited by the State Board of Education,
21
22 students shall complete instruction on the growth and development of
22
23 an unborn person by watching an ultrasound video, a computer-
23
24 generated ultrasound, or an instructional video showing the stages

1 of an unborn person's development that is produced by a non-profit

2 human rights organization. The video or ultrasound shall be a
2
3 minimum of three (3) minutes in length.
3
4 B. The instruction required by subsection A of this section may
4
5 be integrated into one or more existing subjects.
5
6 C. School district superintendents, or their designees, shall
6
7 provide prior written notification to the parents or legal guardians
7
8 of students one week prior to administration of the instruction
8
9 required by subsection A of this section. The notification shall
9
10 include information on how a parent or legal guardian may opt a
10
11 student out of the instruction. A student who is opted out of the
11
12 instruction pursuant to the provisions of this subsection shall not
12
13 be subject to any disciplinary procedures.

14 D. The State Board of Education may promulgate rules to
14
15 implement the provisions of this section.
15
16 SECTION 2. This act shall become effective July 1, 2026.
16
17 SECTION 3. It being immediately necessary for the preservation
17
18 of the public peace, health, or safety, an emergency is hereby
18
19 declared to exist, by reason whereof this act shall take effect and
19
20 be in full force from and after its passage and approval.
