7 An Act relating to teachers; directing the Office of
7 Educational Quality and Accountability to establish a
8 grant program to provide certain individuals grants
8 to assist them in obtaining alternative placement
9 teaching certificates; providing for applications to
9 be submitted by certain school districts on certain
10 form; directing grants to be awarded annually up to
10 certain number of individuals on certain basis,
11 subject to availability of funding; providing for use
11 of grants; creating the Teacher Certification
12 Emergency to Permanency Revolving Fund; specifying
12 source of fund; providing for expenditures; providing
13 purpose of fund; providing for codification;
13 providing an effective date; and declaring an
14 emergency.

17 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

18 SECTION 1. NEW LAW A new section of law to be codified
18
19 in the Oklahoma Statutes as Section 6-122.13 of Title 70, unless
19
20 there is created a duplication in numbering, reads as follows:

21 A. The Office of Educational Quality and Accountability shall
21
22 establish a grant program to provide individuals issued emergency or
22
23 provisional certificates to teach pursuant to subsection G of
23
24 Section 6-187 of Title 70 of the Oklahoma Statutes with grants to

1 assist them in obtaining alternative placement teaching

2 certificates, as provided for in Section 6-122.3 of Title 70 of the
2
3 Oklahoma Statutes.

4 B. Applications for grants shall be submitted by the employing
4
5 school district of the individual issued an emergency or provisional
5
6 certificate to teach on a form prescribed by the Office of
6
7 Educational Quality and Accountability.
7
8 C. Subject to the availability of funds, grants shall be
8
9 awarded annually to up to one thousand individuals with emergency or
9
10 provisional teaching certificates on a first-come, first-served
10
11 basis. Grants awarded pursuant to this section shall be used for:
11
12 1. Preparation associated with the subject area portion of the
12
13 competency examination required by Section 6-187 of Title 70 of the
13
14 Oklahoma Statutes;
14
15 2. Fees for the subject area portion of the competency
15
16 examination required by Section 6-187 of Title 70 of the Oklahoma
16
17 Statutes; and
17
18 3. A portion of the professional education semester hours or
18
19 clock hours required by Section 6-122.3 of Title 70 of the Oklahoma
19
20 Statutes.

21 SECTION 2. NEW LAW A new section of law to be codified
21
22 in the Oklahoma Statutes as Section 6-122.14 of Title 70, unless
22
23 there is created a duplication in numbering, reads as follows:

1 There is hereby created in the State Treasury a revolving fund
1
2 for the Office of Educational Quality and Accountability to be
2
3 designated the "Teacher Certification Emergency to Permanency
3
4 Revolving Fund". The fund shall be a continuing fund, not subject
4
5 to fiscal year limitations, and shall consist of all monies received
5
6 by the Office of Educational Quality and Accountability from state
6
7 appropriations provided for the purpose of implementing the grant
7
8 program created in Section 1 of this act. All monies accruing to
8
9 the credit of the fund are hereby appropriated and may be budgeted
9
10 and expended by the Office of Educational Quality and Accountability
10
11 for the purpose provided for in this section. Expenditures from the
11
12 fund shall be made upon warrants issued by the State Treasurer
12
13 against claims filed as prescribed by law with the Director of the
13
14 Office of Management and Enterprise Services for approval and
14
15 payment.

16 SECTION 3. This act shall become effective July 1, 2025.
16
17 SECTION 4. It being immediately necessary for the preservation
17
18 of the public peace, health, or safety, an emergency is hereby
18
19 declared to exist, by reason whereof this act shall take effect and
19
20 be in full force from and after its passage and approval.
