7   An Act relating to the Supplemental Nutrition

7   Assistance Program (SNAP); directing the Department

8   of Human Services to extend SNAP benefits to certain

8   households through broad-based categorical

9   eligibility; specifying income and asset

9   qualifications; requiring the Department to fulfill

10  any necessary federal requirements; providing for

10  codification; providing an effective date; and

11  declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.     NEW LAW   A new section of law to be codified

15

16 in the Oklahoma Statutes as Section 241.5 of Title 56, unless there
16

17 is created a duplication in numbering, reads as follows:
17

18  A. The Department of Human Services shall, through broad-based

18

19 categorical eligibility (BBCE), extend benefits under the
19

20 Supplemental Nutrition Assistance Program (SNAP) to households who
20

21 qualify for a non-cash Temporary Assistance for Needy Families
21

22 (TANF) funded benefit or state maintenance of effort (MOE) funded
22

23 benefit and who meet all other criteria for SNAP BBCE.

1   B. The income limit shall be one hundred seventy percent (170%)

2 of the federal poverty level (FPL) guidelines and there shall be no
2

3 asset limit for SNAP BBCE under this section.
3

4   C. The Department shall seek any federal approval and fulfill

4

5 any federal requirements necessary to implement the provisions of
5

6 this section.

7   SECTION 2. This act shall become effective July 1, 2025.

8   SECTION 3. It being immediately necessary for the preservation

8

9 of the public peace, health or safety, an emergency is hereby
9

10 declared to exist, by reason whereof this act shall take effect and
10

11 be in full force from and after its passage and approval.
