7   An Act relating to state government; creating the

7   Active and Retired Military Outdoor Recreation Days

8   (ARMOR) Act; providing short title; requiring the

8   Oklahoma Tourism and Recreation Commission and

9   Military Department of the State of Oklahoma to

9   identify certain state lands and parks; requiring for

10  certain Commission and Department to designate

10  certain days at certain state lands and parks for

11  certain use; providing for noncodification; providing

11  for codification; providing an effective date; and

12  declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16  SECTION 1.      NEW LAW  A new section of law not to be

16

17 codified in the Oklahoma Statutes reads as follows:
17

18  This act shall be known and may be cited as the "Active and

18

19 Retired Military Outdoor Recreation Days (ARMOR) Act".
19

20  SECTION 2.      NEW LAW  A new section of law to be codified

20

21 in the Oklahoma Statutes as Section 2410 of Title 74, unless there
21

22 is created a duplication in numbering, reads as follows:

1   A. The Oklahoma Tourism and Recreation Commission and the

2 Military Department of the State of Oklahoma shall identify state
2

3 lands and parks that:
3

4   1. Can be designated as veteran and active-duty personnel

4

5 access areas for recreational use, including, but not limited to,
5

6 hunting, fishing, hiking, and camping;
6

7   2. Are easily accessible and equipped with necessary

7

8 facilities, such as parking, restrooms, and picnic areas; and
8

9   3. Are equipped to accommodate veterans with disabilities,

9

10 including providing adaptive equipment and facilities for inclusive
10

11 recreational activities.

12  B. 1. The Commission and the Department shall, after

12

13 identifying such lands and parks as provided for in subsection A of
13

14 this section, collaborate in designating specific days or weekends
14

15 where such lands or parks are exclusively available for use by
15

16 veterans and active-duty personnel.
16

17  2. On such days designated under paragraph 1 of this

17

18 subsection, the Commission and the Department shall hold joint
18

19 events at such lands or parks, including, but not limited to, guided
19

20 outdoor activities, workshops, and community gatherings. The
20

21 Commission and the Department shall collaborate with veteran
21

22 organizations within this state to help facilitate such programs and
22

23 events.

1   3. The Commission and the Department shall encourage veterans

2 and active-duty personnel who attend such events, as provided for in
2

3 paragraph 2 of this subsection, to give feedback regarding such
3

4 events and incorporate such feedback into future events. The
4

5 Commission and the Department shall also conduct regular inspections
5

6 of properties designated for use under the provisions of this
6

7 subsection to ensure that such properties continue to meet the needs
7

8 of the veteran community.

9   SECTION 3. This act shall become effective July 1, 2026.

9

10  SECTION 4. It being immediately necessary for the preservation

10

11 of the public peace, health or safety, an emergency is hereby
11

12 declared to exist, by reason whereof this act shall take effect and
12

13 be in full force from and after its passage and approval.
