6 An Act relating to the Oklahoma State Regents for
6 Higher Education; creating the Morrill Act of 1890
7 Revolving Fund; making an appropriation; providing
7 for expenditures; providing purpose of fund;
8 providing for codification; providing an effective
8 date; and declaring an emergency.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12 SECTION 1. NEW LAW A new section of law to be codified
12
13 in the Oklahoma Statutes as Section 3915 of Title 70, unless there
13
14 is created a duplication in numbering, reads as follows:
14
15 There is hereby created for the Oklahoma State Regents for
15
16 Higher Education a revolving fund to be designated the "Morrill Act
16
17 of 1890 Revolving Fund". The fund shall be a continuing fund, not
17
18 subject to fiscal year limitations, and shall consist of all monies
18
19 received by the State Regents from legislative appropriations
19
20 provided for the purpose of providing distribution of funds to
20
21 Oklahoma's land-grant institutions created pursuant to the Morrill
21
22 Act of 1890. All monies accruing to the credit of the fund are
22
23 hereby appropriated and shall be budgeted and expended by the
23
24 Oklahoma State Regents for Higher Education for the purpose provided

1 for in this section. Expenditures from the fund shall be made upon

2 warrants issued by the State Treasurer against claims filed as
2
3 prescribed by law with the Director of the Office of Management and
3
4 Enterprise Services for approval and payment.

5 SECTION 2. There is hereby appropriated to the Morrill Act of
5
6 1890 Revolving Fund from any monies not otherwise appropriated from
6
7 the General Revenue Fund of the State Treasury for the fiscal year
7
8 ending June 30, 2026, the sum of Four Hundred Eighteen Million Nine
8
9 Hundred Eighty-six Thousand Two Hundred Seventy-two Dollars
9
10 ($418,986,272.00), for the purpose of providing an equitable
10
11 distribution of funds to Oklahoma's 1890 land-grant institutions,
11
12 created pursuant to the Morrill Act of 1890.

13 SECTION 3. This act shall become effective July 1, 2025.
13
14 SECTION 4. It being immediately necessary for the preservation
14
15 of the public peace, health or safety, an emergency is hereby
15
16 declared to exist, by reason whereof this act shall take effect and
16
17 be in full force from and after its passage and approval.
