7   An Act relating to contracts; defining terms;

7   allowing certain owners to make certain requirement;

8   allowing for certain cancellation of certain

8   agreement; requiring certain platforms to provide

9   certain option; providing for codification; and

9   providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW  A new section of law to be codified

13

14 in the Oklahoma Statutes as Section 520 of Title 12, unless there is
14

15 created a duplication in numbering, reads as follows:
15

16  A. As used in this act:

16

17  1. "Guest" means a person other than the renter whose stay at a

17

18 property is included in an agreement through a short-term rental
18

19 platform for a short-term rental between the owner and the renter;
19

20  2. "Owner" means any person whose ownership interest appears on

20

21 the most recently filed deed or instrument recorded with the county
21

22 clerk in the county where the property is located;

23  3. "Renter" means any person who has entered into an agreement

23

24 through a short-term rental platform for a short-term rental;

1   4. "Short-term rental" means any lease, license, or agreement

2 allowing occupancy of a residential property, or a portion of a
2

3 residential property, for less than thirty (30) consecutive days in
3

4 exchange for compensation; and
4

5   5. "Short-term rental platform" means any online marketplace,

5

6 website, application, digital service, or other similar platform
6

7 that advertises, lists, brokers, or facilitates bookings of short-
7

8 term rentals.

9   B. 1. Any owner who utilizes his or her property as a short-

9

10 term rental property in this state may, after the agreement for a
10

11 short-term rental has been completed between the renter and such
11

12 owner, require the submission of a photograph or other digital
12

13 representation of the identification of such renter and any
13

14 associated guests, provided that the owner informs the renter of
14

15 such requirement prior to the agreement being completed.

16  2. An owner who finds a discrepancy between the information

16

17 submitted by a renter in the agreement for a short-term rental and
17

18 the identification provided by such renter shall have the right to
18

19 cancel such agreement without penalty.
19

20  C. Any short-term rental platform operating in this state shall

20

21 allow the option for owners to request identification, as provided
21

22 for in paragraph 1 of subsection B of this section, and to cancel
22

23 agreements without penalty, as provided for in paragraph 2 of
23

24 subsection B of this section.

1   SECTION 2. This act shall become effective November 1, 2026.
