7 An Act relating to torts; defining terms; providing
7 certain immunity; providing for codification; and
8 providing an effective date.

11 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

12 SECTION 1. NEW LAW A new section of law to be codified
12
13 in the Oklahoma Statutes as Section 113 of Title 76, unless there is
13
14 created a duplication in numbering, reads as follows:

15 A. As used in this section:
15
16 1. "Religious organization" means any church, seminary,
16
17 synagogue, temple, mosque, religious order, religious corporation,
17
18 association, or society, whose identity is distinctive in terms of
18
19 common religious creed, beliefs, doctrines, practices, or rituals of
19
20 any faith or denomination, including any organization qualifying as
20
21 a church or religious organization under Section 501(c)(3) or 501(d)
21
22 of the United States Internal Revenue Code; and

23 2. "Security personnel" means an individual:

1 a. whom a religious organization hires to provide

2 security services for the organization, or
2
3 b. who is a volunteer of a religious organization whose
3
4 duties include providing security services to the
4
5 organization.

6 B. A religious organization or security personnel of a
6
7 religious organization shall be immune from civil liability for any
7
8 act or omission by the security personnel that results in death,
8
9 damage, or injury if the security personnel was acting in the course
9
10 and scope of employment or volunteer duties to provide security
10
11 services to the organization, including an intentional act or an act
11
12 involving possession or use of a firearm.

13 SECTION 2. This act shall become effective November 1, 2026.
