7   An Act relating to state government; providing

7   legislative findings; designating Antifa and Black

8   Lives Matter as domestic terror organizations;

8   providing for noncodification; providing for

9   codification; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW  A new section of law not to be

13

14 codified in the Oklahoma Statutes reads as follows:
14

15  The Legislature finds that Antifa and Black Lives Matter (BLM)

15

16 are militarist, anarchist enterprises that explicitly call for the
16

17 overthrow of the United States government, law enforcement
17

18 authorities, and our system of law. Antifa and BLM use illegal
18

19 means to organize and execute a campaign of violence and terrorism
19

20 nationwide to accomplish these goals. This campaign involves
20

21 coordinated efforts to obstruct enforcement of federal laws through
21

22 armed standoffs with law enforcement, organized riots, violent
22

23 assaults on Immigration and Customs Enforcement and other law
23

24 enforcement officers, and routine doxing of and other threats

1 against political figures and activists. Antifa and BLM recruit,
1

2 train, and radicalize young Americans to engage in this violence and
2

3 suppression of political activity, then employ elaborate means and
3

4 mechanisms to shield the identities of their operatives, conceal
4

5 their funding sources and operations in an effort to frustrate law
5

6 enforcement, and recruit additional members. Individuals associated
6

7 with and acting on behalf of Antifa and BLM further coordinate with
7

8 other organizations and entities for the purpose of spreading,
8

9 fomenting, and advancing political violence and suppressing lawful
9

10 political speech. This organized effort designed to achieve policy
10

11 objectives by coercion and intimidation is domestic terrorism.

12  SECTION 2.     NEW LAW  A new section of law to be codified

12

13 in the Oklahoma Statutes as Section 13001 of Title 74, unless there
13

14 is created a duplication in numbering, reads as follows:
14

15  Because of the pattern of political violence designed to

15

16 suppress lawful political activity and obstruct the rule of law, the
16

17 Legislature hereby designates Antifa and Black Lives Matter (BLM) as
17

18 domestic terrorist organizations. All relevant state departments
18

19 and agencies shall utilize all applicable authorities to
19

20 investigate, disrupt, and dismantle any and all illegal operations,
20

21 especially those involving terrorist actions, conducted by Antifa,
21

22 BLM, or any person claiming to act on behalf of Antifa or BLM, or
22

23 for which Antifa, BLM, or any person claiming to act on behalf of
23

24 Antifa or BLM provided material support, including necessary

1 investigatory and prosecutorial actions against those who fund such
1

2 operations.

3   SECTION 3. It being immediately necessary for the preservation

3

4 of the public peace, health or safety, an emergency is hereby
4

5 declared to exist, by reason whereof this act shall take effect and
5

6 be in full force from and after its passage and approval.
