7 An Act relating to higher education; directing
7 certain institutions of higher education to establish
8 and maintain certain training for certain
8 instructors; providing for contents of training;
9 providing for codification; providing an effective
9 date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 3235 of Title 70, unless there
14
15 is created a duplication in numbering, reads as follows:

16 A. An institution of higher education within The Oklahoma State
16
17 System of Higher Education utilizing graduate students as
17
18 instructors of record or as primary classroom instructors in
18
19 undergraduate courses shall establish and maintain a formal training
19
20 program to ensure such graduate instructors are adequately prepared
20
21 for their instructional responsibilities.

22 B. The training required by subsection A of this section shall
22
23 include effective teaching practices, classroom management,
23
24 assessment and grading standards, student accommodations, academic

1 integrity, and applicable institutional, state, and federal

2 policies. The training shall also include instruction on the
2
3 protection of students' rights under the First Amendment to the
3
4 United States Constitution including the principles of free speech,
4
5 free inquiry, and viewpoint neutrality. The training shall
5
6 emphasize that students shall not be penalized or disadvantaged in
6
7 grading, participation, or evaluation on the basis of lawful
7
8 expression.

9 SECTION 2. This act shall become effective July 1, 2026.
9
10 SECTION 3. It being immediately necessary for the preservation
10
11 of the public peace, health, or safety, an emergency is hereby
11
12 declared to exist, by reason whereof this act shall take effect and
12
13 be in full force from and after its passage and approval.
