7   An Act relating to schools; amending Section 1,

7   Chapter 30, O.S.L. 2025 (70 O.S. Supp. 2025, Section

8   1-126), which relates to prohibited use of cell

8   phones and personal electronic devices on certain

9   campuses; extending prohibition; removing language

9   allowing public school district boards of education

10  to adopt certain policy beginning in certain school

10  year; providing an effective date; and declaring an

11  emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15  SECTION 1.      AMENDATORY  Section 1, Chapter 30, O.S.L. 2025

15

16 (70 O.S. Supp. 2025, Section 1-126), is amended to read as follows:
16

17  Section 1-126. A. As used in this section:

17

18  1. "Bell to bell" means the time between the first bell ringing

18

19 at the start of the school day to begin instructional time until the
19

20 dismissal bell at the end of the school day to end instructional
20

21 time; and
21

22  2. "Personal electronic device" means a personal device capable

22

23 of connecting to a smart phone, the Internet, or a cellular or Wi-Fi
23

24 network, or directly connecting to another similar device. Personal

1 electronic devices include, but are not limited to, smart watches,
1

2 smart headphones, laptops, tablets, and smart glasses. Personal
2

3 electronic devices shall not include school-issued or school-
3

4 approved devices that are specifically limited for use in classroom
4

5 instruction.

6   B. 1. For the 2025-2026 school year and each school year

6

7 thereafter, each school district board of education shall adopt a
7

8 policy prohibiting students from using cell phones and personal
8

9 electronic devices while on the campus of a public school district
9

10 from bell to bell. The policy shall include disciplinary procedures
10

11 for violations.

12  2. For the 2026-2027 school year and each school year

12

13 thereafter, each school district board of education may adopt a
13

14 policy prohibiting students from using cell phones and personal
14

15 electronic devices while on the campus of a public school district
15

16 from bell to bell.
16

17  C. The policy adopted pursuant to subsection B of this section

17

18 may provide for exceptions including, but not limited to:
18

19  1. Emergency use of cell phones or personal electronic devices

19

20 by students during the school day; and
20

21  2. Use of cell phones or personal electronic devices by

21

22 students who use them to monitor health issues.

23  SECTION 2. This act shall become effective July 1, 2026.

1   SECTION 3. It being immediately necessary for the preservation

1

2 of the public peace, health, or safety, an emergency is hereby
2

3 declared to exist, by reason whereof this act shall take effect and
3

4 be in full force from and after its passage and approval.
