7   An Act relating to firearms; amending 21 O.S. 2021,

7   Section 1290.5, as amended by Section 1, Chapter 28,

8   O.S.L. 2024 (21 O.S. Supp. 2025, Section 1290.5),

8   which relates to term of license and renewal;

9   modifying period of license validity; updating

9   statutory language; and providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      AMENDATORY  21 O.S. 2021, Section 1290.5, as

13

14 amended by Section 1, Chapter 28, O.S.L. 2024 (21 O.S. Supp. 2025,
14

15 Section 1290.5), is amended to read as follows:
15

16  Section 1290.5.

16

17                   TERM OF LICENSE AND RENEWAL

17

18  A. A handgun license when issued shall authorize the person to

18

19 whom the license is issued to carry a loaded or unloaded handgun,
19

20 concealed or unconcealed, as authorized by the provisions of the
20

21 Oklahoma Self-Defense Act, and any future modifications thereto.
21

22 The license shall be valid in this state for a period of five (5) or
22

23 ten (10) or twenty (20) years, unless subsequently surrendered,
23

24 suspended, or revoked as provided by law. The person shall have no

1 authority to continue to carry a concealed or unconcealed handgun in
1

2 this state pursuant to the Oklahoma Self-Defense Act when a license
2

3 is expired or when a license has been voluntarily surrendered or
3

4 suspended or revoked for any reason.

5   B. A license may be renewed any time within ninety (90) days

5

6 prior to the expiration date as provided in this subsection. The
6

7 Oklahoma State Bureau of Investigation may notify each eligible
7

8 licensee at the email address on file at least ninety (90) days
8

9 prior to the expiration of the license. However, any applicant
9

10 shall have thirty (30) days from the expiration of the license to
10

11 comply with the renewal requirements of this section. Renewal
11

12 applications shall be denied by the Bureau if a current license is
12

13 subject to being or currently is suspended or revoked by the Bureau.
13

14  1. To renew a handgun license, the licensee may either complete

14

15 a written renewal form provided by the Bureau or a digital renewal
15

16 form provided by the Bureau online.
16

17  2. If the applicant completes the digital renewal form online,

17

18 the applicant must shall submit a passport-sized photograph with the
18

19 application. If the applicant completes a written renewal
19

20 application, the applicant must shall submit two current passport-
20

21 sized photographs of the applicant with the application.
21

22  3. A renewal fee in the amount of Eighty-five Dollars ($85.00)

22

23 must shall be submitted to the Bureau with an application. The
23

24 renewal fee may be paid with a nationally recognized credit card as

1 provided in subparagraph b of paragraph 4 of subsection A of Section
1

2 1290.12 of this title, by electronic funds transfer, or by a
2

3 cashier's check or money order made payable to the Oklahoma State
3

4 Bureau of Investigation.

5   4. Upon receipt of the renewal application, photographs, and

5

6 fee, the Bureau will conduct a background check and investigation
6

7 pursuant to Section 1290.12 of this title, excluding the
7

8 requirements of a state fingerprint search and Federal Bureau of
8

9 Investigation fingerprint search.

10  C. Any person submitting an application for a handgun license

10

11 or any licensee seeking to renew a handgun license shall have the
11

12 option to request that the license be valid for a period of ten (10)
12

13 twenty (20) years. The fee for any handgun license issued for a
13

14 period of ten (10) twenty (20) years shall be double the amount of
14

15 the fee provided for in paragraph 4 of subsection A of Section
15

16 1290.12 of this title. The renewal fee for a handgun license issued
16

17 for a period of ten (10) twenty (20) years shall be double the
17

18 amount of the fee provided for in paragraph 3 of subsection B of
18

19 this section.

20  SECTION 2. This act shall become effective November 1, 2026.
