7   An Act relating to the Oklahoma Self-Defense Act;

7   amending 21 O.S. 2021, Section 1290.2, as amended by

8   Section 1, Chapter 160, O.S.L. 2023 (21 O.S. Supp.

8   2025, Section 1290.2), which relates to definitions;

9   modifying definition; and providing an effective

9   date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      AMENDATORY  21 O.S. 2021, Section 1290.2, as

13

14 amended by Section 1, Chapter 160, O.S.L. 2023 (21 O.S. Supp. 2025,
14

15 Section 1290.2), is amended to read as follows:
15

16  Section 1290.2.

17                              DEFINITIONS

17

18  A. As used in the Oklahoma Self-Defense Act:

18

19  1. "Completed application" means all fields are completed, all

19

20 questions are answered and the required signatures are present on
20

21 the application for a handgun license, and the required documents
21

22 are attached to the application, including legible fingerprints, if
22

23 applicable;

1   2. "Concealed firearm" means a loaded or unloaded firearm not

2 openly visible to the ordinary observation of a reasonable person;
2

3   3. "Unconcealed firearm" or "open carry" means a loaded or

3

4 unloaded disabled firearm that is carried upon the person where the
4

5 firearm is visible, or carried upon the person using a holster,
5

6 scabbard, sling or case;
6

7   4. "Pistol" or "handgun" shall have the same definition as

7

8 provided in Section 1289.3 of this title;
8

9   5. "Rifle" shall have the same definition as provided in

9

10 Section 1289.4 of this title; and
10

11  6. "Shotgun" shall have the same definition as provided in

11

12 Section 1289.5 of this title.

13  B. The definition of pistol or handgun for purposes of the

13

14 Oklahoma Self-Defense Act shall not apply to imitation pistols,
14

15 flare guns, underwater fishing guns or blank pistols.
15

16  C. Pistols, handguns, rifles, shotguns, and all other lawful

16

17 firearms mentioned in the Oklahoma Self-Defense Act may collectively
17

18 be referred to as "firearms".

19  SECTION 2. This act shall become effective November 1, 2026.
