7   An Act relating to general provisions; creating the

7   Preserving Oklahoma Values Act of 2026; providing

8   short title; providing legislative intent; defining

8   terms; declaring certain decision of courts void and

9   unenforceable; declaring certain contracts void and

9   unenforceable; providing exception; construing

10  provision; providing for noncodification; providing

10  for codification; and declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13

14  SECTION 1.      NEW LAW       A new section of law not to be

14

15 codified in the Oklahoma Statutes reads as follows:
15

16  A. This act shall be known and may be cited as the "Preserving

16

17 Oklahoma Values Act of 2026".
17

18  B. It is the intent of the Legislature that it shall be the

18

19 policy of this state to protect its citizens from the application of
19

20 laws that are contrary to the provisions of the Oklahoma
20

21 Constitution, the United States Constitution, or the shared values
21

22 of Judeo-Christian Western civilization.

1   SECTION 2.     NEW LAW    A new section of law to be codified

2 in the Oklahoma Statutes as Section 2010 of Title 25, unless there
2

3 is created a duplication in numbering, reads as follows:
3

4   A. As used in this section:

4

5   1. "Court" means any court, board, tribunal, administrative

5

6 agency, or other adjudicative or enforcement authority of this state
6

7 or any of its political subdivisions;
7

8   2. "Foreign law, legal code, or system" means any law, legal

8

9 code, or system of a jurisdiction outside of any state or territory
9

10 of the United States, inclusive of the laws, legal codes, and
10

11 systems of international organizations or tribunals, applied by that
11

12 jurisdiction's courts, administrative bodies, or other formal or
12

13 informal tribunals that are contrary to Western values. This shall
13

14 not be construed as applying to the laws of any Native American
14

15 tribes within this state;

16  3. "Religious organization" means a church, seminary,

16

17 synagogue, temple, mosque, religious order, religious corporation,
17

18 association, or society with an identity that is distinctive in
18

19 terms of a common religious creed, beliefs, doctrines, practices, or
19

20 rituals of any faith or denomination, including any organization
20

21 qualifying as a church or religious organization under the
21

22 provisions of 26 U.S.C., Section 501(c)(3) or 26 U.S.C., Section
22

23 501(d); and

1   4. "Judeo-Christian Western rights and values" means a system

1

2 of values which recognizes:
2

3   a. the right to due process,

3

4   b. the right to equal protection under the law,

4

5   c. freedom of religion,

5

6   d. freedom of speech,

6

7   e. freedom of the press,

7

8   f. the right to keep and bear arms,

8

9   g. the right to privacy, and

9

10  h. the right to marry, as "marriage" is defined by the

10

11                 Oklahoma Constitution, to the extent that such

11

12                 definition does not conflict with federal law or a

12

13                 holding by the United States Supreme Court.

13

14  B. Any court ruling or decision, if such ruling or decision is

14

15 based in whole or in part on any foreign law, legal code, or system,
15

16 shall be void and unenforceable if such ruling violates any Judeo-
16

17 Christian Western rights and values.

18  C. Any contract or contractual provision, if such would allow

18

19 for a foreign law, legal code, or system to govern all or some of
19

20 the disputes arising between the parties adjudicated by a court or
20

21 law or by an arbitration panel arising from the mutually agreed
21

22 contract, shall be void and unenforceable if such foreign law, legal
22

23 code, or system does not grant the parties any Judeo-Christian
23

24 Western rights and values.

1   D. Any contract or contractual provision, if such provides for

2 a jurisdiction for purposes of granting the courts or arbitration
2

3 panels personal jurisdiction over the parties to adjudicate any
3

4 disputes between parties arising from the mutually agreed contract,
4

5 shall be void and unenforceable if such jurisdiction would apply any
5

6 foreign law, legal code, or system to the dispute at issue that is
6

7 contrary to any Judeo-Christian Western rights and values.
7

8   E. This section shall not apply to a corporation, partnership,

8

9 limited liability company, business association, or other legal
9

10 entity that contracts to subject itself to a foreign law, legal
10

11 code, or system.
11

12  F. 1. The provisions of this section shall not be construed to

12

13 limit the right of any person in this state to the free exercise of
13

14 religion as guaranteed by the provisions of the Oklahoma
14

15 Constitution and the First Amendment to the United States
15

16 Constitution.
16

17  2. The provisions of this section shall not be construed to

17

18 require or authorize a court to adjudicate or prohibit any religious
18

19 organization from adjudicating ecclesiastical matters, including but
19

20 not limited to the election, appointment, calling, discipline,
20

21 dismissal, removal, or excommunication of a member, officer,
21

22 official, priest, nun, monk, pastor, rabbi, imam, or member of the
22

23 clergy of such organization, or the determination or interpretation
23

24 of the doctrine of such organization if such adjudication would

1 violate the provisions of the Oklahoma Constitution and the First
1

2 Amendment to the United States Constitution.
2

3   SECTION 3. It being immediately necessary for the preservation

3

4 of the public peace, health or safety, an emergency is hereby
4

5 declared to exist, by reason whereof this act shall take effect and
5

6 be in full force from and after its passage and approval.
