7 An Act relating to the Oklahoma Department of
7 Emergency Management; directing the Department to
8 contract with outside entity for development of
8 Stormwater Management Predictive Analytic Solution;
9 providing for contents of solution; requiring report
9 to be delivered to certain officials by certain date;
10 specifying contents of report; providing for
10 codification; and providing an effective date.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 683.37 of Title 63, unless there
16
17 is created a duplication in numbering, reads as follows:

18 A. The Oklahoma Department of Emergency Management shall
18
19 contract with an outside entity, pursuant to Section 85.1 et seq. of
19
20 Title 74 of the Oklahoma Statutes, to design and develop a statewide
20
21 Stormwater Management Predictive Analytic Solution. The Stormwater
21
22 Management Predictive Analytic Solution shall include early warning
22
23 detection and advanced flood monitoring systems. The Stormwater
23
24 Management Predictive Analytic Solution shall access and visualize

1 all relevant data; forecast future conditions; improve forecasting

2 models; provide real-time tracking and alerts; and improve
2
3 situational awareness, flood resiliency, and stormwater management
3
4 systems.

5 B. The Stormwater Management Predictive Analytic Solution shall
5
6 be operational no later than February 28, 2026. By August 1, 2026,
6
7 and annually thereafter, the Oklahoma Department of Emergency
7
8 Management shall submit an electronic report to the Governor,
8
9 Speaker of the House of Representatives, and President Pro Tempore
9
10 of the Senate summarizing the information from the Stormwater
10
11 Management Predictive Analytic Solution and subsequently analyzing
11
12 data from previous reporting years.

13 SECTION 2. This act shall become effective November 1, 2025.
