7   An Act relating to schools; requiring school

7   districts beginning in certain school year to provide

8   students in certain grades certain instruction in

8   human growth and development; allowing instruction to

9   be included in certain course or integrated into one

9   or more existing courses; providing for contents of

10  instruction; prohibiting instruction from including

10  materials produced or provided by certain entities;

11  allowing the State Department of Education to

11  identify certain resources; providing for

12  promulgation of rules; providing for codification;

12  providing an effective date; and declaring an

13  emergency.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

17  SECTION 1.      NEW LAW  A new section of law to be codified

17

18 in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless
18

19 there is created a duplication in numbering, reads as follows:
19

20  A. Beginning with the 2026-2027 school year, school districts

20

21 in this state shall provide students in grades five through twelve
21

22 age-appropriate and research-based instruction in human growth and
22

23 development. The instruction required by this subsection may be
23

1 included in a stand-alone health education course or integrated into
1

2 one or more existing courses of study.
2

3      B. The instruction required by subsection A of this section

3

4 shall include:
4

5      1. Instruction related to human development inside the womb;

5

6      2. A high-definition ultrasound video showing the presence of

6

7 the brain, heart, and other vital organs in early fetal development;
7

8 and
8

9      3. A high-quality, computer-generated rendering or animation or

9

10 an ultrasound or other real image that depicts the humanity of the
10

11 unborn child by showing prenatal human development, starting at
11

12 fertilization, noting significant markers in cell growth and organ
12

13 development throughout every stage of pregnancy.

14     C. The instruction required by subsection A of this section

14

15 shall not include any book, article, outline, handout, video, or
15

16 other educational material produced or provided by an entity that
16

17 does any of the following:
17

18     1. Performs abortions;

18

19     2. Promotes abortions;

19

20     3. Contracts or subcontracts with an entity that performs or

20

21 promotes abortions;

22     4. Becomes or continues to be an affiliate of any entity that

22

23 performs or promotes abortions; or

1   5. Regularly makes referrals to an entity that provides or

2 promotes abortions.

3   D. The State Department of Education may identify resources

3

4 that school districts can use to implement the provisions of this
4

5 section.
5

6   E. The State Board of Education may promulgate rules to

6

7 implement the provisions of this section.
7

8   SECTION 2. This act shall become effective July 1, 2026.

8

9   SECTION 3. It being immediately necessary for the preservation

9

10 of the public peace, health, or safety, an emergency is hereby
10

11 declared to exist, by reason whereof this act shall take effect and
11

12 be in full force from and after its passage and approval.
