7 An Act relating to higher education; amending
7 Sections 1 and 4, Chapter 18, O.S.L. 2022 (70 O.S.
8 Supp. 2025, Sections 3205.11 and 3205.13), which
8 relate to the Oklahoma Free Speech Committee;
9 providing for appointment of members; providing for
9 filling of vacancies; directing certain institutions
10 of higher education to provide students with certain
10 written notification with certain frequency; updating
11 statutory language; providing an effective date; and
11 declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. AMENDATORY Section 1, Chapter 18, O.S.L. 2022
15
16 (70 O.S. Supp. 2025, Section 3205.11), is amended to read as
16
17 follows:
17
18 Section 3205.11. A. There is hereby created the Oklahoma Free
18
19 Speech Committee to the Oklahoma State Regents for Higher Education.
19
20 B. The Oklahoma Free Speech Committee shall be comprised of ten
20
21 (10) members to be appointed as follows:
21
22 1. Five persons to be appointed by the President Pro Tempore of
22
23 the Senate including one member of the minority party and four
23
24 members of the majority party, of whom one member shall not be

1 serving in an elected or appointed leadership position in the
1
2 Senate; and

3 2. Five persons to be appointed by the Speaker of the House of
3
4 Representatives including one member of the minority party and four
4
5 members of the majority party, of whom one member shall not be
5
6 serving in an elected or appointed leadership position in the House
6
7 of Representatives.

8 C. Vacancies on the Committee shall be filled by the appointing
8
9 authority.

10 SECTION 2. AMENDATORY Section 4, Chapter 18, O.S.L. 2022

11 (70 O.S. Supp. 2025, Section 3205.13), is amended to read as
11
12 follows:

13 Section 3205.13. The Oklahoma Free Speech Committee shall
13
14 develop a process of collecting complaints of free speech violations
14
15 on public university the campuses of institutions of higher
15
16 education within The Oklahoma State System of Higher Education and
16
17 advise complainants of their rights. Universities Institutions of
17
18 higher education shall publish contact information on how to report
18
19 free speech concerns to the Oklahoma Free Speech Committee on its
19
20 website their websites and shall provide written notification of
20
21 such information to students during first-year orientation and at
21
22 least once within the first month of each semester of each academic
22
23 year the student is enrolled in the institution.

24 SECTION 3. This act shall become effective July 1, 2026.

1 SECTION 4. It being immediately necessary for the preservation

2 of the public peace, health, or safety, an emergency is hereby
2
3 declared to exist, by reason whereof this act shall take effect and
3
4 be in full force from and after its passage and approval.
