7 An Act relating to the State Capitol Building;
7 creating the State Capitol Arch Memorial Statue
8 Revolving Fund; stating purpose of fund; providing
8 for the budgeting and expenditure of monies accrued
9 and credited to the fund; providing for codification;
9 providing an effective date; and declaring an
10 emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 403 of Title 73, unless there is
15
16 created a duplication in numbering, reads as follows:

17 There is hereby created in the State Treasury a revolving fund
17
18 for the Office of Management and Enterprise Services (OMES) to be
18
19 designated the "State Capitol Arch Memorial Statue Revolving Fund".
19
20 The fund shall be a continuing fund, not subject to fiscal year
20
21 limitations, and shall consist of all monies received by OMES from
21
22 private donations, gifts, grants, or other sources of private
22
23 funding provided for the purpose of installing veteran memorial
23
24 statues around the State Capitol Arch. All monies accruing to the

1 credit of the fund are hereby appropriated and may be budgeted and

2 expended by OMES for the purpose provided for in this section.

3 Expenditures from the fund shall be made upon warrants issued by the
3
4 State Treasurer against claims filed as prescribed by law with the
4
5 Director of the Office of Management and Enterprise Services for
5
6 approval and payment.

7 SECTION 2. This act shall become effective July 1, 2025.
7
8 SECTION 3. It being immediately necessary for the preservation
8
9 of the public peace, health or safety, an emergency is hereby
9
10 declared to exist, by reason whereof this act shall take effect and
10
11 be in full force from and after its passage and approval.
