7   An Act relating to the Mary Rippy Violent Crime

7   Offenders Registration Act; amending 57 O.S. 2021,

8   Section 599.1, which relates to access to registries;

8   modifying scope of requirements for certain

9   registries; updating statutory language; and

9   providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.         AMENDATORY  57 O.S. 2021, Section 599.1, is

13

14 amended to read as follows:
14

15  Section 599.1. A. All persons, businesses, and organizations

15

16 in this state shall have access to search and identify individual
16

17 names contained in the Oklahoma Sex Offender Registry and the Mary
17

18 Rippy Violent Crime Offenders Registry for purposes of verifying a
18

19 person's suitability for employment, volunteering, and for screening
19

20 persons at risk of potential harm to children who may work with or
20

21 provide services to children by utilizing one or more of the
21

22 following methods:
22

23  1. A person may contact the Oklahoma State Bureau of

23

24 Investigation, complete a form, and pay the required fees for a name

1 search of both the Oklahoma Sex Offender Registry and the Mary Rippy
1

2 Violent Crime Offenders Registry and, if desired, search other
2

3 criminal history records pertaining to the person upon payment of
3

4 the required fees;
4

5   2. A person may conduct a free self-initiated search of both

5

6 the Oklahoma Sex Offender Registry and the Mary Rippy Violent Crime
6

7 Offenders Registry using a computer-Internet link to connect to a
7

8 state-agency-controlled database containing the names of all persons
8

9 currently registered on the Oklahoma Sex Offender Registry and the
9

10 Mary Rippy Violent Crime Offenders Registry; or
10

11  3. A person may contact either their his or her local law

11

12 enforcement agency or the Department of Corrections, complete the
12

13 form, and pay the required fees for a name search of both the
13

14 Oklahoma Sex Offender Registry and the Mary Rippy Violent Crime
14

15 Offenders Registry.
15

16  B. The Department of Corrections shall develop the necessary

16

17 policies, procedures, forms, and data access to make the provisions
17

18 of this section effective statewide and may publish web sites
18

19 websites or other information to assist the public in learning where
19

20 and how to conduct a name search of the two registries authorized in
20

21 this section. The information provided in a name search shall
21

22 include the searched person's full name, any alias names, the crime
22

23 which requires registration, and whether the person is deemed a
23

24 habitual or aggravated offender. In addition, information may shall

1 be provided in the name search concerning the date and place of the

2 offense, the sentence disposition, a photograph of the registered
2

3 person, and other pertinent information including the current
3

4 residence location, school location, place of worship, and employer.
4

5 The registries shall have the ability to be searchable by school,
5

6 place of worship, and employer. There shall be no liability to any
6

7 governmental agency for the release or publication of any
7

8 information maintained on the Oklahoma Sex Offender Registry or the
8

9 Mary Rippy Violent Crime Offenders Registry under this section
9

10 authorizing public access to a name search for purposes of risk of
10

11 potential harm to a child by a caregiver or for suitability for
11

12 employment.

13  SECTION 2. This act shall become effective November 1, 2026.
