7 An Act relating to children; amending 10 O.S. 2021,
7 Section 601.1, as amended by Section 2, Chapter 347,
8 O.S.L. 2024 (10 O.S. Supp. 2025, Section 601.1),
8 which relates to the Oklahoma Commission on Children
9 and Youth; modifying membership; updating statutory
9 language; providing an effective date; and declaring
10 an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. AMENDATORY 10 O.S. 2021, Section 601.1, as
14
15 amended by Section 2, Chapter 347, O.S.L. 2024 (10 O.S. Supp. 2025,
15
16 Section 601.1), is amended to read as follows:
16
17 Section 601.1. A. There is hereby created the Oklahoma
17
18 Commission on Children and Youth which shall be composed of eighteen
18
19 (18) seventeen (17) members. The membership shall include:

20 1. The Director of the Department of Human Services, the State
20
21 Commissioner of Health, the Commissioner of the Department of Mental
21
22 Health and Substance Abuse Services, the State Superintendent of
22
23 Public Instruction, the Administrator of the Oklahoma Health Care

1 Authority, the Director of the State Department of Rehabilitation

2 Services, and the Chair of the SJR 13 Oversight Committee;

3 2. The Executive Director of the Office of Juvenile Affairs;
3
4 3. Five members who shall be appointed by the Governor from a
4
5 list submitted by the governing board of each of the following
5
6 organizations:
6
7 a. the Oklahoma Children's Agencies and Residential
7
8 Enterprises,
8
9 b. one statewide association of youth services,
9
10 c. the Oklahoma Bar Association,
10
11 d. the Oklahoma District Attorneys Association, and
11
12 e. a statewide court-appointed Special Advocate
12
13 Association;
13
14 4. One member appointed by the Governor who shall represent one
14
15 of the metropolitan juvenile bureaus;
15
16 5. One member representing business or industry, appointed by
16
17 the Governor;
17
18 6. One member who is the parent of a child with special needs,
18
19 appointed by the Speaker of the House of Representatives;
19
20 7. One member with a demonstrated interest in improving
20
21 children's services who is not employed by a state agency or a
21
22 private organization that receives state funds, appointed by the
22
23 President Pro Tempore of the Senate; and

1 8. One member who shall be appointed by the Governor from a
1
2 list of three names submitted by the Post Adjudication Review Board.

3 B. The appointed members shall have had active experience in
3
4 services to children and youth and may serve four (4) terms of two
4
5 (2) years each. A person appointed to fill the remainder of a
5
6 vacant term shall, upon completion of that term, be eligible to
6
7 serve four (4) additional two-year terms. Terms shall coincide with
7
8 the fiscal year.

9 C. The Oklahoma Commission on Children and Youth shall provide
9
10 a report on Commission member attendance to the appointing
10
11 authorities following each Commission meeting.
11
12 SECTION 2. This act shall become effective July 1, 2026.
12
13 SECTION 3. It being immediately necessary for the preservation
13
14 of the public peace, health or safety, an emergency is hereby
14
15 declared to exist, by reason whereof this act shall take effect and
15
16 be in full force from and after its passage and approval.
