7   An Act relating to State Board of Cosmetology and

7   Barbering; amending 59 O.S. 2021, Section 199.4,

8   which relates to executive director; requiring

8   employment of certain position; establishing

9   eligibility requirements for certain position; and

9   providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
12

13  SECTION 1.     AMENDATORY   59 O.S. 2021, Section 199.4, is

13

14 amended to read as follows:
14

15  Section 199.4. A. The State Board of Cosmetology and Barbering

15

16 shall employ an executive director who shall be in charge of the
16

17 office of the Board. The executive director shall have such
17

18 qualifications as shall be established by rules of the Board;
18

19 provided, the executive director shall not be actively engaged in
19

20 the practice of cosmetology or barbering while serving as executive
20

21 director. The executive director shall:
21

22  1. Devote his or her entire time to the duties of the office;

22

23  2. Receive salary and benefits as provided by law;

1   3. Keep and preserve all books and records pertaining to the

2 Board;

3   4. Have authority, in the name of and in behalf of the Board,

3

4 to issue all licenses, certificates of registration, permits,
4

5 orders, and notices;

6   5. Have authority to collect all fees and penalties provided

6

7 for by the Oklahoma Cosmetology and Barbering Act;
7

8   6. Make quarterly reports to the Board of all monies collected

8

9 and the sources from which derived;
9

10  7. Have authority to approve payrolls and all claims for the

10

11 Board;

12  8. Have authority to employ staff;

12

13  9. Keep a continuous inventory of all properties, excluding

13

14 supplies, belonging to the Board; and
14

15  10. Perform such other duties as may be directed by the Board.

15

16  B. The State Board of Cosmetology and Barbering shall employ an

16

17 assistant executive director who shall assist in all duties of the
17

18 executive director. The assistant executive director shall:
18

19  1. Devote his or her entire time to the duties of the office;

19

20  2. Hold a current Oklahoma master instructor license; and

20

21  3. Be qualified by education and experience.

22  SECTION 2. This act shall become effective November 1, 2025.
