7   An Act relating to state government; amending Section

7   1, Chapter 191, O.S.L. 2025 (74 O.S. Supp. 2025,

8   Section 291.4), which relates to the Statewide

8   Official Compensation Commission; providing that no

9   salary adjustment by Commission increase the

9   emoluments for certain office in certain

10  circumstance; updating statutory language; and

10  providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13

14  SECTION 1.      AMENDATORY        Section 1, Chapter 191, O.S.L.

14

15 2025 (74 O.S. Supp. 2025, Section 291.4), is amended to read as
15

16 follows:
16

17  Section 291.4. A. There is hereby created the Statewide

17

18 Official Compensation Commission.
18

19  B. The Statewide Official Compensation Commission shall consist

19

20 of the same persons who constitute the Board on Legislative
20

21 Compensation as provided by Section 21 of Article V of the Oklahoma
21

22 Constitution.

1   C. The Statewide Official Compensation Commission shall be

2 authorized to meet only on the same date as the Board on Legislative
2

3 Compensation.

4   D. The Statewide Official Compensation Commission shall set the

4

5 salary for each of the following elected officials:
5

6   1. The Governor;

6

7   2. The Lieutenant Governor;

7

8   3. The Attorney General;

8

9   4. The State Treasurer;

9

10  5. The State Auditor and Inspector;

10

11  6. The Superintendent of Public Instruction;

11

12  7. The State Insurance Commissioner;

12

13  8. The Commissioner of Labor; and

13

14  9. The members of the Oklahoma Corporation Commission.

15  E. The Statewide Official Compensation Commission shall not set

15

16 the salary for any of the officials identified in subsection D of
16

17 this section at an amount less than the salary in effect for such
17

18 officials as of January 1, 2025.

19  F. At its authorized meeting, the Statewide Official

19

20 Compensation Commission shall set the salary for each of the
20

21 officials identified in subsection D of this section for any term of
21

22 office for such officials beginning on or after the date as of which
22

23 the Commission sets the salary amount.

1   G. The Statewide Official Compensation Commission shall not

2 modify a salary amount in violation of the requirements of Section
2

3 10 of Article XXIII of the Oklahoma Constitution.
3

4   H. Pursuant to Section 23 of Article V of the Oklahoma

4

5 Constitution, no attempted adjustment adopted by the Statewide
5

6 Official Compensation Commission shall operate to increase the
6

7 emoluments of any office for which a current member of the
7

8 Legislature is elected or appointed. Any such office shall retain
8

9 the emoluments in effect prior to the attempted adjustment adopted
9

10 by the Commission.

11  SECTION 2. This act shall become effective November 1, 2026.
