7 registration; amending 47 O.S. 2021, Sections 6-106,
8 as last amended by Section 5, Chapter 11, O.S.L. 2024
8 and 1112, as amended by Section 124, Chapter 282,
9 O.S.L. 2022 (47 O.S. Supp. 2025, Sections 6-106 and
9 1112), which relate to application for license and
10 application for registration; requiring Service
10 Oklahoma to provide option for donation to the
11 Oklahoma Department of Veterans Affairs on certain
11 forms; updating statutory language; updating
12 statutory reference; and providing an effective date.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
16
17 SECTION 1. AMENDATORY 47 O.S. 2021, Section 6-106, as
17
18 last amended by Section 5, Chapter 11, O.S.L. 2024 (47 O.S. Supp.
18
19 2025, Section 6-106), is amended to read as follows:
19
20 Section 6-106. A. 1. Every application for a driver license
20
21 or identification card shall be made by the applicant upon a form
21
22 furnished by Service Oklahoma.
22
23 2. Every original, renewal, or replacement application for a
23
24 driver license or identification card made by a male applicant who

1 is at least sixteen (16) but less than twenty-six (26) years of age
1
2 shall include a statement that by submitting the application, the
2
3 applicant is consenting to registration with the Selective Service
3
4 System. The pertinent information from the application shall be
4
5 forwarded by Service Oklahoma to the Data Management Center of the
5
6 Selective Service System in order to register the applicant as
6
7 required by law with the Selective Service System. Any applicant
7
8 refusing to sign the consent statement shall be denied a driver
8
9 license or identification card.
9
10 3. Except as provided for in subsections G and H of this
10
11 section, every applicant for a driver license or identification card
11
12 shall provide to Service Oklahoma at the time of application a
12
13 document showing proof of identity. Service Oklahoma shall
13
14 promulgate rules prescribing forms of identification acceptable for
14
15 an original Oklahoma driver license.
15
16 B. Every applicant for a driver license shall provide the
16
17 following information:
17
18 1. Full name;
18
19 2. Date of birth;
19
20 3. Sex;
20
21 4. Address of principal residence and county of such residence,
21
22 which shall be referenced on the REAL ID Compliant Driver License or
22
23 Identification Card; and proof of such principal residency, as
23

1 prescribed by rules promulgated by Service Oklahoma, documenting
1
2 provided address;
2
3 5. Current and complete mailing address to be maintained by
3
4 Service Oklahoma for the purpose of giving notice, if necessary, as
4
5 required by Section 2-116 of this title;
5
6 6. Medical information, as determined by the Department of
6
7 Public Safety, which shall assure Service Oklahoma that the person
7
8 is not prohibited from being licensed as provided by paragraph 7 of
8
9 subsection A of Section 6-103 of this title;
9
10 7. Whether the applicant is deaf or hard-of-hearing;
10
11 8. A brief description of the applicant, as determined by the
11
12 Department;
12
13 9. Whether the applicant has previously been licensed, and, if
13
14 so, when and by what state or country, and whether any license has
14
15 ever been suspended or revoked, or whether an application has ever
15
16 been refused, and, if so, the date of and reason for the suspension,
16
17 revocation, or refusal;
17
18 10. Whether the applicant is an alien eligible to be considered
18
19 for licensure and is not prohibited from licensure pursuant to
19
20 paragraph 9 of subsection A of Section 6-103 of this title;
20
21 11. Whether the applicant has:
21
22 a. previously been licensed and, if so, when and by what
22
23 state or country, and

1 b. held more than one license at the same time during the
1
2 immediately preceding ten (10) years; and
2
3 12. Social Security number.

4 No person shall request Service Oklahoma to use the Social Security
4
5 number of that person as the driver license number. Upon renewal or
5
6 replacement of any driver license issued after the effective date of
6
7 this act July 1, 2001, the licensee shall advise Service Oklahoma or
7
8 the licensed operator if the present driver license number of the
8
9 licensee is the Social Security number of the licensee. If the
9
10 driver license number is the Social Security number, Service
10
11 Oklahoma or the licensed operator shall change the driver license
11
12 number to a computer-generated alphanumeric identification.
12
13 C. 1. In addition to the requirements of subsections A and B
13
14 of this section, every applicant for a commercial driver license who
14
15 is subject to the requirements of 49 C.F.R., Part 391, and is
15
16 applying for an original, renewal, or replacement license, and every
16
17 person who, upon or after May 8, 2012, is currently the holder of a
17
18 commercial driver license and is subject to the requirements of 49
18
19 C.F.R., Part 391, and who does not apply for a renewal or
19
20 replacement license prior to January 30, 2014, shall submit to
20
21 Service Oklahoma and maintain with Service Oklahoma a current
21
22 approved medical examination certificate signed by a licensed
22
23 physician authorized to perform and approve medical examination
23
24 certifications. Service Oklahoma shall adopt rules for maintaining

1 medical examination certificates pursuant to the requirements in 49
1
2 C.F.R., Parts 383 and 384. Any commercial driver licensee subject
2
3 to the requirements of this paragraph who fails to maintain on file
3
4 with Service Oklahoma a current, approved medical examination
4
5 certificate shall have the driving privileges of the person
5
6 downgraded to a Class D driver license by Service Oklahoma.
6
7 2. If the applicant is applying for an original commercial
7
8 driver license in Oklahoma or is transferring a commercial driver
8
9 license from another state to Oklahoma, Service Oklahoma shall
9
10 review the driving record of the applicant in other states for the
10
11 immediately preceding ten (10) years, unless the record review has
11
12 already been performed by Service Oklahoma. As a result of the
12
13 review, if it is determined by Service Oklahoma that the applicant
13
14 is subject to a period of disqualification as prescribed by Section
14
15 6-205.2 of this title which has not yet been imposed, Service
15
16 Oklahoma shall impose the period of disqualification and the
16
17 applicant shall serve the period of disqualification before a
17
18 commercial driver license is issued to the applicant; provided,
18
19 nothing in this paragraph shall be construed to prevent the issuance
19
20 of a Class D driver license to the applicant.
20
21 3. If the applicant has or is applying for a hazardous material
21
22 endorsement, the applicant shall submit to a security threat
22
23 assessment performed by the Transportation Security Administration
23
24 of the Department of Homeland Security as required by and pursuant

1 to 49 C.F.R., Part 1572, which shall be used to determine whether
1
2 the applicant is eligible for the endorsement pursuant to federal
2
3 law and regulation.

4 4. Service Oklahoma shall notify each commercial driving school
4
5 of the passage of this section, and each commercial driving school
5
6 shall notify prospective students of its school of the hazardous
6
7 material endorsement requirement.
7
8 D. In addition to the requirements of subsections A and B of
8
9 this section, every applicant shall be given an option on the
9
10 application for issuance of a driver license or identification card
10
11 or renewal pursuant to Section 6-115 of this title to provide an
11
12 emergency contact person. The emergency contact information
12
13 requested may include full name, address, and phone number. The
13
14 emergency contact information shall be maintained by Service
14
15 Oklahoma and shall be used by Service Oklahoma and law enforcement
15
16 for emergency purposes only. A person listed as an emergency
16
17 contact may request to be removed at any time. Any update to a
17
18 change of name, address, or phone number may be made by the
18
19 applicant listing the emergency contact person or by the person
19
20 listed as the emergency contact.
20
21 E. Whenever application is received from a person previously
21
22 licensed in another jurisdiction, Service Oklahoma shall request a
22
23 copy of the driving record from the other jurisdiction and,
23
24 effective September 1, 2005, from all other jurisdictions in which

1 the person was licensed within the immediately previous ten (10)
1
2 years. When received, the driving record shall become a part of the
2
3 driving record of the person in this state with the same force and
3
4 effect as though entered on the driver's record in this state in the
4
5 original instance.
5
6 F. Whenever Service Oklahoma receives a request for a driving
6
7 record from another licensing jurisdiction, the record shall be
7
8 forwarded without charge.
8
9 G. A person shall not apply for or possess more than one state-
9
10 issued or territory-issued REAL ID Compliant Driver License or
10
11 Identification Card pursuant to the provisions of Section 6-101 of
11
12 this title. A valid and unexpired Oklahoma driver license shall
12
13 serve as both primary and secondary proofs of identity whenever
13
14 application for a REAL ID Noncompliant Identification Card is
14
15 submitted to Service Oklahoma. The provisions of subsection B of
15
16 Section 1550.42 of Title 21 of the Oklahoma Statutes shall not apply
16
17 when issuing an identification card pursuant to the provisions of
17
18 this subsection. Service Oklahoma shall promulgate rules necessary
18
19 to implement and administer the provisions of this subsection.
19
20 H. A valid and unexpired U.S. passport shall serve as both
20
21 primary and secondary proofs of identity whenever application for a
21
22 driver license or identification card is submitted to the
22
23 Department. Service Oklahoma shall promulgate rules necessary to
23
24 implement and administer the provisions of this subsection.

1 I. Service Oklahoma shall, to the extent practical, include on
1
2 any form issued under the provisions of this section an option for
2
3 an applicant to donate monies to the Oklahoma Department of Veterans
3
4 Affairs.
4
5 SECTION 2. AMENDATORY 47 O.S. 2021, Section 1112, as
5
6 amended by Section 124, Chapter 282, O.S.L. 2022 (47 O.S. Supp.
6
7 2025, Section 1112), is amended to read as follows:
7
8 Section 1112. A. Every owner of a vehicle possessing a
8
9 certificate of title shall, before using the same in this state,
9
10 make an application for the registration of such vehicle with a
10
11 licensed operator. The application shall contain such information
11
12 as shall be required by Service Oklahoma. Every owner, when making
12
13 application for registration, shall furnish the following
13
14 information:
14
15 1. A full description of the vehicle including the make, model,
15
16 color, manufacturer's serial or other identification number, any
16
17 security interest upon the vehicle, an odometer reading of the
17
18 vehicle when applicable, and the insurance security verification to
18
19 the vehicle;
19
20 2. The correct name and address, the name of the city, county
20
21 and state in which the person in whose name the vehicle is to be
21
22 registered resides, the driver license number of the owner if the
22
23 owner has a driver license or the Federal Employers Identification
23
24 Number federal employer identification number of the owner if such

1 owner is not an individual, and such other information as may be
1
2 prescribed by Service Oklahoma; and
2
3 3. a. The name of the carrier of the owner's insurance
3
4 policy for such vehicle,
4
5 b. The policy number of the owner's policy for such
5
6 vehicle, if available, or the name of the agent or
6
7 office where the existence of security may be
7
8 verified, if other than the carrier,
8
9 c. The effective dates of the owner's policy for such
9
10 vehicle, and
10
11 d. A statement of the existence of a nonuse affidavit if
11
12 filed by the vehicle owner pursuant to the provisions
12
13 of Section 7-607 of this title.
13
14 B. Any owner or lessee of a noncommercial vehicle possessing a
14
15 certificate of title may, at the time of initial application for
15
16 registration or application for renewal, inform Service Oklahoma
16
17 that the owner, lessee or someone who may be operating the vehicle
17
18 is deaf, hard-of-hearing, autistic or suffers from Apraxia apraxia
18
19 or a communication disorder. That information, if provided, shall
19
20 be available to law enforcement through Service Oklahoma's vehicle
20
21 registration system to assist law enforcement in identifying the
21
22 operator of the vehicle as possibly being deaf, hard-of-hearing,
22
23 autistic or suffering from Apraxia apraxia or a communication
23
24 disorder. As used in this section, "communication disorder" is

1 defined as impairment in the ability to receive, send, process and
1
2 comprehend concepts or verbal, nonverbal and graphic symbol systems.
2
3 C. In every case where a vehicle has been registered upon an
3
4 application containing any false statement of a fact required in
4
5 this section to be shown in an application for the registration
5
6 thereof, Service Oklahoma shall give written notice of at least five
6
7 (5) days to the owner of the vehicle, and shall require the owner to
7
8 appear before it for the purpose of showing cause why the
8
9 registration should not be canceled. Unless satisfactory
9
10 explanation is given by the owner concerning such false statement,
10
11 Service Oklahoma shall cancel the registration. The owner of the
11
12 vehicle shall then be required to immediately reregister the vehicle
12
13 and pay the required fees. The owner shall not be entitled to
13
14 refund or credit for the fees paid for registration of the motor
14
15 vehicle made under the application which contained any false
15
16 statement of fact.
16
17 D. Service Oklahoma shall insert in the application forms
17
18 appropriate notice to the applicant that any false statement of a
18
19 fact required to be shown in such application for registration
19
20 subjects the applicant to prosecution.
20
21 E. Service Oklahoma shall, to the extent practical, include on
21
22 any form issued under the provisions of this section an option for
22
23 an applicant to donate monies to the Oklahoma Department of Veterans
23
24 Affairs.

1 SECTION 3. This act shall become effective November 1, 2026.
