7 An Act relating to schools; defining term; allowing
7 public school foundations to expend funds for certain
8 purposes on behalf of public school districts;
8 providing for codification; providing an effective
9 date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 5-300 of Title 70, unless there
14
15 is created a duplication in numbering, reads as follows:

16 A. As used in this section, "public school foundation" means a
16
17 nonprofit entity formed pursuant to the laws of this state that is
17
18 exempt from federal income taxation pursuant to either Section
18
19 501(c)(3) or Section 509(a) of the Internal Revenue Code of 1986, as
19
20 amended.

21 B. Public school foundation expenditures on behalf of a public
21
22 school district in this state may include but not be limited to:

23 1. Expenses related to professional development for public
23
24 school district teachers and other staff;

1 2. Scholarships for school district employees and students;

2 3. Literacy initiatives including stipends for personnel and

3 supplies;

4 4. Equipment and supplies for science, technology, engineering,
4
5 and mathematics programs;
5
6 5. Technology support including hardware and software; and
6
7 6. Summer camp and conference fees for school district
7
8 personnel.

9 SECTION 2. This act shall become effective July 1, 2026.
9
10 SECTION 3. It being immediately necessary for the preservation
10
11 of the public peace, health, or safety, an emergency is hereby
11
12 declared to exist, by reason whereof this act shall take effect and
12
13 be in full force from and after its passage and approval.
