7   An Act relating to agriculture; requiring operation

7   of an Ag in the Classroom Education Program within

8   the Oklahoma Department of Agriculture, Food, and

8   Forestry; providing for development of curriculum for

9   K-12 programs in rural and urban schools; providing

9   for cooperation with certain agencies for operation

10  of program; authorizing the Oklahoma Department of

10  Agriculture, Food, and Forestry to provide

11  incentives; providing for funding sources; amending

11  47 O.S. 2021, Section 1104.3, as amended by Section

12  10, Chapter 171, O.S.L. 2025 (47 O.S. Supp. 2025,

12  Section 1104.3), which relates to the Ag in the

13  Classroom Education Revolving Fund; modifying the fee

13  amount for fund; authorizing fund to receive funding

14  through appropriated and apportioned funds by other

14  means; authorizing a certain amount to be allocated

15  toward the Ag in the Classroom Education Program in

15  urban schools; updating statutory language; providing

16  for codification; and providing an effective date.

19 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

20  SECTION 1.      NEW LAW  A new section of law to be codified

20

21 in the Oklahoma Statutes as Section 5-13.1 of Title 2, unless there
21

22 is created a duplication in numbering, reads as follows:

1       A. The Oklahoma Department of Agriculture, Food, and Forestry

2 shall operate an Ag in the Classroom Education Program for the
2

3 purpose of educating students about agriculture within this state.
3

4       B. The Ag in the Classroom Education Program shall:

4

5       1. Develop curriculum for students in grades kindergarten

5

6 through twelve for Ag in the Classroom programs in urban and rural
6

7 schools;
7

8       2. Provide training and workshops for teachers who utilize Ag

8

9 in the Classroom curriculum;
9

10      3. Utilize existing Department resources and related programs;

11 and
11

12      4. Cooperate with the State Department of Education and the

12

13 Oklahoma State University Oklahoma Cooperative Extension Service as
13

14 needed in development and operation of the program; provided,
14

15 however, the Oklahoma Department of Agriculture, Food, and Forestry
15

16 shall have sole authority over the program.
16

17      C. The Oklahoma Department of Agriculture, Food, and Forestry

17

18 may provide incentives if funds are available to teachers who
18

19 participate in the Ag in the Classroom Education Program and utilize
19

20 curriculum provided by the program. Teachers who complete
20

21 eligibility requirements for the incentives as promulgated by rules
21

22 of the State Board of Agriculture may receive incentives. The
22

23 incentives may include but not be limited to:

1   1. Teacher recognition in newsletters, the Ag in the Classroom

1

2 website, social media, or other methods of recognition for
2

3 completing eligibility requirements;
3

4   2. A monetary award to be used for agriculture-related class

4

5 projects or field trips;
5

6   3. Entering a teacher into a drawing for Ag in the Classroom

6

7 resources or other items; and
7

8   4. Awarding a teacher an Ag in the Classroom certificate.

9   D. The Department shall directly receive all funds provided for

9

10 the Ag in the Classroom Education Program pursuant to Section 1104.3
10

11 of Title 47 of the Oklahoma Statutes. The Department may apply for,
11

12 accept, and use any gift, grant, or bequest from any source for the
12

13 purpose of discharging its duties.

14  SECTION 2.     AMENDATORY    47 O.S. 2021, Section 1104.3, as

14

15 amended by Section 10, Chapter 171, O.S.L. 2025 (47 O.S. Supp. 2025,
15

16 Section 1104.3), is amended to read as follows:

17  Section 1104.3. A. Twenty-four Dollars ($24.00) Twenty-seven

17

18 Dollars ($27.00) of the fee authorized by Section 1135.5 of this
18

19 title for Agricultural Awareness license plates shall be deposited
19

20 by Service Oklahoma to the Ag in the Classroom Education Revolving
20

21 Fund created in subsection B of this section.
21

22  B. 1. There is hereby created in the State Treasury a

22

23 revolving fund for the State Department of Agriculture to be
23

24 designated the "Ag in the Classroom Education Revolving Fund". The

1 fund shall be a continuing fund, not subject to fiscal year
1

2 limitations, and shall consist of all monies received by the
2

3 Department pursuant to the provisions of subsection A of this
3

4 section, appropriated or apportioned by the Legislature and received
4

5 as federal grants or funds, municipal contributions, or private
5

6 contributors, and received from other sources, for duties associated
6

7 with this act. All monies accruing to the credit of such fund are
7

8 hereby appropriated and may be budgeted and expended by the
8

9 Department for the purpose of Ag in the Classroom Education Program.

10 Expenditures from the fund shall be made upon warrants issued by the
10

11 State Treasurer against claims filed as prescribed by law with the
11

12 Director of the Office of Management and Enterprise Services for
12

13 approval and payment. All monies in the Ag in the Classroom
13

14 Education Revolving Fund shall be paid directly to the fund and
14

15 shall not be directed to any other state agency.
15

16  2. All monies received by the Department exceeding Twenty-four

16

17 Dollars ($24.00) of the fee for the Agricultural Awareness license
17

18 plates shall be allocated toward the expansion of the Ag in the
18

19 Classroom Education Program into urban areas.

20  SECTION 3. This act shall become effective November 1, 2026.
