7 An Act relating to state government; amending 74 O.S.
7 2021, Sections 666, 669, and 669.1, which relate to
8 the Oklahoma Commission on the Status of Women;
8 directing the Office of Management and Enterprise
9 Services to coordinate staff support with the
9 Commission; granting the Commission the ability to
10 manage personnel in coordination with the Office of
10 Management and Enterprise Services; changing process
11 for the dispersal of funds from the Oklahoma
11 Commission on the Status of Women Revolving Fund;
12 updating statutory language; providing an effective
12 date; and declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. AMENDATORY 74 O.S. 2021, Section 666, is
16
17 amended to read as follows:
17
18 Section 666. A. There is hereby created the Oklahoma
18
19 Commission on the Status of Women. The Commission shall consist of
19
20 thirty (30) members. The members shall be appointed as follows:
20
21 ten members appointed by the Governor, ten members appointed by the
21
22 President Pro Tempore of the Senate, and ten members appointed by
22
23 the Speaker of the House of Representatives. All members shall be
23
24 appointed by the appropriate appointing authority for a term of five

1 (5) years commencing with the date that the previous appointee's
1
2 term expired. In making such appointments to the Commission,
2
3 consideration shall be given to making the membership broadly
3
4 representative of the geographic areas of the state and the several
4
5 racial, religious, and ethnic groups residing in the state. Each
5
6 member shall hold office until the successor of the member is
6
7 appointed and has qualified. A member of the Commission may be
7
8 removed by the appropriate appointing authority for cause. A member
8
9 appointed to fill a vacancy occurring before the expiration of a
9
10 term of a member separated from the Commission for any cause shall
10
11 be appointed for the remainder of the term of the member whose
11
12 office has been so vacated. Members of the Commission shall receive
12
13 no salary, but shall be entitled to travel reimbursement as provided
13
14 by the State Travel Reimbursement Act, Section 500.1 et seq. of this
14
15 title, from funds available to the appropriate appointing authority.

16 B. The Office of Management and Enterprise Services shall
16
17 provide coordinate with the Commission to provide staff support to
17
18 the Oklahoma Commission on the Status of Women.

19 SECTION 2. AMENDATORY 74 O.S. 2021, Section 669, is
19
20 amended to read as follows:

21 Section 669. The Oklahoma Commission on the Status of Women
21
22 shall have the power and the duty to:

1 1. Advise on equity issues relating to gender bias, state
1
2 agencies and employees, communities, organizations, and businesses
2
3 of this state which desire the services of the Commission;
3
4 2. Monitor legislation as to whether the legislation is
4
5 discriminatory toward one gender or whether the gender of an
5
6 individual would have an effect on the enforcement of the
6
7 legislation;
7
8 3. Act as a resource and a clearinghouse for research on issues
8
9 related to women and gender bias;
9
10 4. Conduct meetings and seminars within the state as
10
11 appropriate to support the goals and duties of the Commission; and
11
12 5. Evaluate and manage personnel in coordination with the
12
13 Office of Management and Enterprise Services to carry out the duties
13
14 of the Commission; and
14
15 6. Report to the Governor, the President Pro Tempore of the
15
16 Senate, and the Speaker of the House of Representatives of its
16
17 activities. The report recommendations may include recommendations
17
18 concerning needed legislation or regulatory changes relating to
18
19 equity and gender bias.

20 SECTION 3. AMENDATORY 74 O.S. 2021, Section 669.1, is
20
21 amended to read as follows:

22 Section 669.1. There is hereby created in the State Treasury a
22
23 revolving fund for the Office of Management and Enterprise Services
23
24 designated the "Oklahoma Commission on the Status of Women Revolving

1 Fund". The fund shall be a continuing fund, not subject to fiscal
1
2 year limitations, and shall consist of all monies raised by the
2
3 Oklahoma Commission on the Status of Women and all gifts and
3
4 donations contributed to support the work of the Oklahoma Commission
4
5 on the Status of Women. All monies accrued to the credit of the
5
6 fund are hereby appropriated and may be budgeted and expended by the
6
7 Director of the Office of Management and Enterprise Services on
7
8 behalf of the Oklahoma as directed by the Commission on the Status
8
9 of Women for the purposes prescribed by the Legislature in creating
9
10 the Commission. Expenditures from the fund shall be made upon
10
11 warrants issued by the State Treasurer against claims filed as
11
12 prescribed by law with the Director of the Office of Management and
12
13 Enterprise Services for approval and payment.
13
14 SECTION 4. This act shall become effective July 1, 2026.
14
15 SECTION 5. It being immediately necessary for the preservation
15
16 of the public peace, health or safety, an emergency is hereby
16
17 declared to exist, by reason whereof this act shall take effect and
17
18 be in full force from and after its passage and approval.
