7   An Act relating to state government; creating the

7   Olympics in Oklahoma Revolving Fund; providing for

8   source of monies for certain fund; requiring certain

8   disbursal of monies on certain approval of the

9   Oklahoma Department of Commerce; providing for

9   codification; providing an effective date; and

10  declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13  SECTION 1.      NEW LAW  A new section of law to be codified

13

14 in the Oklahoma Statutes as Section 5013.4 of Title 74, unless there
14

15 is created a duplication in numbering, reads as follows:
15

16  A. There is hereby created in the State Treasury a revolving

16

17 fund for the Oklahoma Department of Commerce to be designated the
17

18 "Olympics in Oklahoma Revolving Fund". The fund shall be a
18

19 continuing fund, not subject to fiscal year limitations, and shall
19

20 consist of all monies received by the Department from
20

21 appropriations, donations, grants, and other sources of funding for
21

22 the purpose of hosting the 2028 Olympic Games. Expenditures from
22

23 the fund shall be made upon warrants issued by the State Treasurer
23

24 against claims filed as prescribed by law with the Director of the

1 Office of Management and Enterprise Services for approval and

2 payment.

3   B. Subject to approval by the Oklahoma Department of Commerce,

3

4 no less than five percent (5%) of all funds dispensed from the fund
4

5 shall be awarded to contracts fulfilled by Oklahoma-based
5

6 businesses.

7   SECTION 2. This act shall become effective July 1, 2026.

8   SECTION 3. It being immediately necessary for the preservation

8

9 of the public peace, health or safety, an emergency is hereby
9

10 declared to exist, by reason whereof this act shall take effect and
10

11 be in full force from and after its passage and approval.
