7 An Act relating to adult education and family
7 literacy matching funds; amending 70 O.S. 2021,
8 Section 3-110.1, which relates to the allocation of
8 funds for adult education; providing dollar-for-
9 dollar matching funds and contingency program
9 funding; providing an effective date; and declaring
10 an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-110.1, is
13
14 amended to read as follows:
14
15 Section 3-110.1. A. Funds appropriated to the State Board of
15
16 Career and Technology Education for Adult Education Matching Funds
16
17 to match monies received through the United States Department of
17
18 Education for adult education and literacy shall be provided to
18
19 school districts which offer courses leading to a high school
19
20 equivalency diploma. The State Board of Career and Technology
20
21 Education shall promulgate rules for the distribution of the funds.

22 B. Subject to the availability of funding, the Legislature
22
23 shall provide matching funds for federal grant funds received by the
23
24 state through the Adult Education and Family Literacy Act provided

1 by the United States Department of Education, or any successor grant

2 program of the same purpose administered by any agency of the United
2
3 States, on a dollar-for-dollar basis. In the event that federal
3
4 grant funding for the Adult Education and Family Literacy Act is
4
5 discontinued and no successor program is designated, the Legislature
5
6 shall continue the program at a rate equal to twice the last full
6
7 year of federal grant funds received from the program, subject to
7
8 the availability of funding.

9 SECTION 2. This act shall become effective July 1, 2026.
9
10 SECTION 3. It being immediately necessary for the preservation
10
11 of the public peace, health, or safety, an emergency is hereby
11
12 declared to exist, by reason whereof this act shall take effect and
12
13 be in full force from and after its passage and approval.
