7 An Act relating to the Oklahoma Department of
7 Commerce; creating the Oklahoma State Data Center;
8 establishing responsibilities; creating the Oklahoma
8 State Data Center Revolving Fund; providing for
9 sources of revenues; providing purposes of fund;
9 providing for expenditures; making an appropriation
10 to the Oklahoma State Data Center Revolving Fund;
10 stating purpose; providing for codification;
11 providing an effective date; and declaring an
11 emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 5019.1 of Title 74, unless there
16
17 is created a duplication in numbering, reads as follows:
17
18 There is hereby created the Oklahoma State Data Center. The
18
19 Oklahoma State Data Center shall be subject to the administrative
19
20 direction of the Oklahoma Department of Commerce. The Oklahoma
20
21 State Data Center shall be the primary center for applied population
21
22 research for the state and shall be the official contact with the
22
23 United States Bureau of the Census and shall be the originator and
23

1 official conductor of all special censuses for the state. The

2 responsibilities of the Oklahoma State Data Center are:
2
3 1. To prepare, maintain, and interpret population statistics,
3
4 estimates, and projections including distributions of the state's
4
5 population by political subdivisions and ethnic and racial
5
6 population;
6
7 2. To cooperate and give assistance to other state agencies and
7
8 organizations in the preparation, maintenance, and interpretation of
8
9 demographic information;
9
10 3. To prepare a biennial report on the state of the state's
10
11 population for electronic submission to the Governor and the
11
12 Legislature with policy implications of the state's population
12
13 trends;
13
14 4. To provide technical assistance to the Legislature for
14
15 purposes of reapportionment;
15
16 5. To assist other divisions and advisory committees of the
16
17 Oklahoma Department of Commerce by providing demographic data
17
18 necessary for their activities; and
18
19 6. To hire a state demographer.

20 SECTION 2. NEW LAW A new section of law to be codified
20
21 in the Oklahoma Statutes as Section 5013.4 of Title 74, unless there
21
22 is created a duplication in numbering, reads as follows:

23 There is hereby created in the State Treasury a revolving fund
23
24 for the Oklahoma Department of Commerce to be designated the
24

1 "Oklahoma State Data Center Revolving Fund". The fund shall be a
1
2 continuing fund, not subject to fiscal year limitations, and shall
2
3 consist of all monies received by the Oklahoma Department of
3
4 Commerce from monies received for costs of data processing, copying,
4
5 duplication, and other costs incident to the production of printed
5
6 reports from entities receiving such services for the purpose
6
7 provided for in Section 1 of this act. All monies accruing to the
7
8 credit of the fund are hereby appropriated and may be budgeted and
8
9 expended by the Oklahoma Department of Commerce for the purpose
9
10 provided for in Section 1 of this act. Expenditures from the fund
10
11 shall be made upon warrants issued by the State Treasurer against
11
12 claims filed as prescribed by law with the Director of the Office of
12
13 Management and Enterprise Services for approval and payment.

14 SECTION 3. There is hereby appropriated to the Oklahoma State
14
15 Data Center Revolving Fund from any monies not otherwise
15
16 appropriated from the General Revenue Fund of the State Treasury for
16
17 the fiscal year ending June 30, 2027, the sum of Five Hundred
17
18 Thousand Dollars ($500,000.00) or so much thereof as may be
18
19 necessary to perform the duties imposed upon the Oklahoma Department
19
20 of Commerce in Section 1 of this act.
20
21 SECTION 4. This act shall become effective July 1, 2026.
21
22 SECTION 5. It being immediately necessary for the preservation
22
23 of the public peace, health or safety, an emergency is hereby
23

1 declared to exist, by reason whereof this act shall take effect and
1
2 be in full force from and after its passage and approval.
