7 An Act relating to the State Department of Education;
7 creating the Career Counselor Revolving Fund;
8 specifying sources of fund; providing for
8 expenditures; providing purpose of fund; making an
9 appropriation; providing for codification; providing
9 for noncodification; providing an effective date; and
10 declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 3-104.12 of Title 70, unless
15
16 there is created a duplication in numbering, reads as follows:

17 There is hereby created in the State Treasury a revolving fund
17
18 for the State Department of Education to be designated the "Career
18
19 Counselor Revolving Fund". The fund shall be a continuing fund, not
19
20 subject to fiscal year limitations, and shall consist of all monies
20
21 received by the Department from appropriations, gifts, grants,
21
22 donations, and bequests provided for the purpose of providing
22
23 support for career counselors in school districts in this state.

24 All monies accruing to the credit of the fund are hereby

1 appropriated and may be budgeted and expended by the Department for

2 the purpose provided for in this subsection. Expenditures from the
2
3 fund shall be made upon warrants issued by the State Treasurer
3
4 against claims filed as prescribed by law with the Director of the
4
5 Office of Management and Enterprise Services for approval and
5
6 payment.

7 SECTION 2. NEW LAW A new section of law not to be
7
8 codified in the Oklahoma Statutes reads as follows:

9 There is hereby appropriated to the Career Counselor Revolving
9
10 Fund created pursuant to Section 1 of this act from any monies not
10
11 otherwise appropriated from the General Revenue Fund of the State
11
12 Treasury for the fiscal year ending June 30, 2027, the sum of One
12
13 Million Five Hundred Thousand Dollars ($1,500,000.00) or so much
13
14 thereof as may be necessary to perform the duties imposed upon the
14
15 State Department of Education by law.
15
16 SECTION 3. This act shall become effective July 1, 2026.
16
17 SECTION 4. It being immediately necessary for the preservation
17
18 of the public peace, health, or safety, an emergency is hereby
18
19 declared to exist, by reason whereof this act shall take effect and
19
20 be in full force from and after its passage and approval.
