7   An Act relating to the Oklahoma Water Resources

7   Board; establishing the Water Infrastructure

8   Enhancement Program; stating purpose; prescribing

8   duties; authorizing promulgation of rules; creating

9   the Water Infrastructure Enhancement Revolving Fund;

9   stating purpose; authorizing the Oklahoma Water

10  Resources Board to enter into certain contracts;

10  stating authorized allotments; making an

11  appropriation; creating the Oklahoma Water Resources

11  Board Low-Interest Revolving Fund; stating purpose;

12  providing for codification; providing an effective

12  date; and declaring an emergency.

16 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

17  SECTION 1.      NEW LAW  A new section of law to be codified

17

18 in the Oklahoma Statutes as Section 1086.8 of Title 82, unless there
18

19 is created a duplication in numbering, reads as follows:
19

20  A. The Oklahoma Water Resources Board shall establish and

20

21 administer a Water Infrastructure Enhancement Program for the
21

22 purpose of securing long-term stability and modernizing essential
22

23 water infrastructure in this state.

1   B. The duties of the Board in administering the program shall

2 include, but not be limited to:
2

3   1. Delivering direct grants to communities in need;

3

4   2. Deploying a water education outreach campaign;

4

5   3. Incentivizing regional water system planning grants;

5

6   4. Expanding current programs;

6

7   5. Deploying environmental compliance programs; and

7

8   6. Other actions as deemed pertinent by the Board.

8

9   C. The Oklahoma Water Resources Board shall promulgate rules to

9

10 effectuate the provisions of this act.
10

11  SECTION 2.     NEW LAW  A new section of law to be codified

11

12 in the Oklahoma Statutes as Section 1086.9 of Title 82, unless there
12

13 is created a duplication in numbering, reads as follows:
13

14  A. 1. There is hereby created in the State Treasury a

14

15 revolving fund for the Oklahoma Water Resources Board to be
15

16 designated the "Water Infrastructure Enhancement Revolving Fund".
16

17 The fund shall be a continuing fund, not subject to fiscal year
17

18 limitations, and shall consist of all monies appropriated pursuant
18

19 to Section 3 of this act. All monies accruing to the credit of the
19

20 fund are hereby appropriated and may be budgeted and expended by the
20

21 Oklahoma Water Resources Board for the purposes provided for in
21

22 Section 1 of this act. Expenditures from the fund shall be made
22

23 upon warrants issued by the State Treasurer against claims filed as
23

24

1 prescribed by law with the Director of the Office of Management and
1

2 Enterprise Services for approval and payment.

3   2. The Board may enter into contracts with financial

3

4 institutions and execute such instruments as may be necessary to
4

5 hold and disseminate funds in accordance with applicable regulations
5

6 and Board policies.
6

7   B. Monies allocated to the Water Infrastructure Enhancement

7

8 Revolving Fund pursuant to this section may be expended in the
8

9 following allotments:
9

10  1. Twenty percent (20%) for the Rural Economic Action Plan

10

11 grant program as provided for in Section 2003 of Title 62 of the
11

12 Oklahoma Statutes;
12

13  2. Ten percent (10%) for technical assistance, regional

13

14 planning, and outreach programs;
14

15  3. Fifty percent (50%) for the Oklahoma Water Resources Board

15

16 Low-Interest Revolving Fund as provided for in Section 4 of this
16

17 act; and
17

18  4. Twenty percent (20%) to launch a site-ready grant program.

19  SECTION 3.         NEW LAW  A new section of law to be codified

19

20 in the Oklahoma Statutes as Section 1086.10 of Title 82, unless
20

21 there is created a duplication in numbering, reads as follows:
21

22  There is hereby appropriated to the Water Infrastructure

22

23 Enhancement Revolving Fund from any monies not otherwise
23

24 appropriated from the General Revenue Fund of the State Treasury for

1 the fiscal year ending June 30, 2027, the sum of Fifty Million
1

2 Dollars ($50,000,000.00) or so much thereof as may be necessary to
2

3 perform the duties imposed upon the Oklahoma Water Resources Board
3

4 by law.

5   SECTION 4.     NEW LAW  A new section of law to be codified

5

6 in the Oklahoma Statutes as Section 1086.11 of Title 82, unless
6

7 there is created a duplication in numbering, reads as follows:
7

8   There is hereby created in the State Treasury a revolving fund

8

9 for the Oklahoma Water Resources Board to be designated the
9

10 "Oklahoma Water Resources Board Low-Interest Revolving Fund". The
10

11 fund shall be a continuing fund, not subject to fiscal year
11

12 limitations, and shall consist of all monies received by the
12

13 Oklahoma Water Resources Board from the Water Infrastructure
13

14 Enhancement Revolving Fund pursuant to paragraph 3 of subsection B
14

15 of Section 2 of this act. All monies accruing to the credit of the
15

16 fund are hereby appropriated and may be budgeted and expended by the
16

17 Oklahoma Water Resources Board for the purpose of providing low-
17

18 interest loans. Expenditures from the fund shall be made upon
18

19 warrants issued by the State Treasurer against claims filed as
19

20 prescribed by law with the Director of the Office of Management and
20

21 Enterprise Services for approval and payment.
21

22  SECTION 5. This act shall become effective July 1, 2026.

22

23  SECTION 6. It being immediately necessary for the preservation

23

24 of the public peace, health or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and
1

2 be in full force from and after its passage and approval.
