7   An Act relating to the Oklahoma State Bureau of

7   Investigation; creating Alicia's Law; providing short

8   title; creating the Internet Crimes Against Children

8   Revolving Fund; specifying source of fund; providing

9   for purpose of fund; providing for expenditures;

9   providing for noncodification; providing for

10  codification; providing an effective date; and

10  declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
13

14  SECTION 1.      NEW LAW  A new section of law not to be

14

15 codified in the Oklahoma Statutes reads as follows:
15

16  This act shall be known and may be cited as "Alicia's Law".

16

17  SECTION 2.      NEW LAW  A new section of law to be codified

17

18 in the Oklahoma Statutes as Section 151.4 of Title 74, unless there
18

19 is created a duplication in numbering, reads as follows:
19

20  There is hereby created in the State Treasury a revolving fund

20

21 for the Oklahoma State Bureau of Investigation to be designated the
21

22 "Internet Crimes Against Children Revolving Fund". The fund shall
22

23 be a continuing fund, not subject to fiscal year limitations, and
23

24 shall consist of all monies received by the Oklahoma State Bureau of

1 Investigation from legislative appropriations, grants, and all other
1

2 sources of funds provided for the purpose of supporting the Internet
2

3 Crimes Against Children Task Force and promoting collaboration
3

4 between the Internet Crimes Against Children Task Force and local,
4

5 state, and federal law enforcement and prosecutorial entities. All
5

6 monies accruing to the credit of the fund are hereby appropriated
6

7 and may be budgeted and expended by the Oklahoma State Bureau of
7

8 Investigation for the purpose provided for in this section.
8

9 Expenditures from the fund shall be made upon warrants issued by the
9

10 State Treasurer against claims filed as prescribed by law with the
10

11 Director of the Office of Management and Enterprise Services for
11

12 approval and payment.
12

13  SECTION 3. This act shall become effective July 1, 2026.

13

14  SECTION 4. It being immediately necessary for the preservation

14

15 of the public peace, health or safety, an emergency is hereby
15

16 declared to exist, by reason whereof this act shall take effect and
16

17 be in full force from and after its passage and approval.
