7 An Act relating to higher education; prohibiting
7 certain individuals from being eligible to enroll in
8 certain institutions; providing for promulgation of
8 rules; providing for codification; providing an
9 effective date; and declaring an emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 3242.4 of Title 70, unless there
14
15 is created a duplication in numbering, reads as follows:

16 A. Beginning with the 2026-2027 academic year, an individual
16
17 who is from a country that is designated by the United States
17
18 Department of State as a country of particular concern shall not be
18
19 eligible to enroll in an institution of higher education within The
19
20 Oklahoma State System of Higher Education.
20
21 B. The Oklahoma State Regents for Higher Education shall
21
22 promulgate rules to implement the provisions of this section.

23 SECTION 2. This act shall become effective July 1, 2026.

1 SECTION 3. It being immediately necessary for the preservation

2 of the public peace, health, or safety, an emergency is hereby
2
3 declared to exist, by reason whereof this act shall take effect and
3
4 be in full force from and after its passage and approval.
