7   An Act relating to the 2030 Federal Decennial Census;

7   creating the Oklahoma Decennial Census Accuracy

8   Revolving Fund; providing source of funds; providing

8   for expenditures; requiring certain determination by

9   the State Treasurer; setting certain circumstances

9   for reversion; making an appropriation; providing for

10  codification; providing an effective date; and

10  declaring an emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW  A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 5013.4 of Title 74, unless there
15

16 is created a duplication in numbering, reads as follows:
16

17  There is hereby created in the State Treasury a revolving fund

17

18 for the Oklahoma Department of Commerce, to be designated the
18

19 "Oklahoma Decennial Census Accuracy Revolving Fund". The fund shall
19

20 be a continuing fund, not subject to fiscal year limitations, and
20

21 shall consist of all monies received by the Oklahoma Department of
21

22 Commerce from appropriations of the Legislature designated for
22

23 deposit in this fund. All monies accruing to the credit of the fund
23

24 are hereby appropriated and shall be budgeted and expended to

1 provide funding for 501(c)(3) grassroots outreach as well as a
1

2 marketing campaign to maximize the accuracy of the 2030 Federal
2

3 Decennial Census. Expenditures from the fund shall be made upon
3

4 warrants issued by the State Treasurer against claims filed as
4

5 prescribed by law with the Director of the Office of Management and
5

6 Enterprise Services for approval and payment. On July 1, 2031, if
6

7 no determination is made by the State Treasurer pursuant to the
7

8 provisions of this section authorizing expenditures from this fund,
8

9 all unencumbered funds remaining in the Oklahoma Decennial Census
9

10 Accuracy Revolving Fund shall be transferred to the State Treasurer
10

11 for deposit in the General Revenue Fund of the State Treasury.

12  SECTION 2. There is hereby appropriated to the Oklahoma

12

13 Decennial Census Accuracy Revolving Fund from any monies not
13

14 otherwise appropriated from the General Revenue Fund of the State
14

15 Treasury for the fiscal year ending June 30, 2027, the sum of Five
15

16 Hundred Thousand Dollars ($500,000.00).
16

17  SECTION 3. This act shall become effective July 1, 2026.

18  SECTION 4. It being immediately necessary for the preservation

18

19 of the public peace, health or safety, an emergency is hereby
19

20 declared to exist, by reason whereof this act shall take effect and
20

21 be in full force from and after its passage and approval.
