7 An Act relating to the Domestic Violence Fatality
7 Review Board; creating the Domestic Violence Fatality
8 Review Board Revolving Fund; stating purpose of fund;
8 making an appropriation; providing for codification;
9 providing an effective date; and declaring an
9 emergency.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 1604 of Title 22, unless there
14
15 is created a duplication in numbering, reads as follows:
15
16 A. There is hereby created in the State Treasury a revolving
16
17 fund for the Office of the Attorney General to be designated the
17
18 "Domestic Violence Fatality Review Board Revolving Fund". The fund
18
19 shall be a continuing fund, not subject to fiscal year limitations,
19
20 and shall consist of all monies received from legislative
20
21 appropriations. All monies accruing to the credit of the fund are
21
22 hereby appropriated and may be budgeted and expended by the Office
22
23 of the Attorney General for the purposes provided in subsection B of
23
24 this section. Expenditures from the fund shall be made upon

1 warrants issued by the State Treasurer against claims filed as

2 prescribed by law with the Director of the Office of Management and
2
3 Enterprise Services for approval and payment.

4 B. The purpose of the fund is to develop a state and local
4
5 database on domestic violence deaths pursuant to paragraph 3 of
5
6 subsection A of Section 1601 of Title 22 of the Oklahoma Statutes.
6
7 Such database shall be developed and implemented within twenty-four
7
8 (24) months of the effective date of this act.
8
9 SECTION 2. There is hereby appropriated to the Domestic
9
10 Violence Fatality Review Board Revolving Fund from any monies not
10
11 otherwise appropriated from the General Revenue Fund of the State
11
12 Treasury for the fiscal year ending June 30, 2027, the sum of Two
12
13 Hundred Fifty Thousand Dollars ($250,000.00) or so much thereof as
13
14 may be necessary to perform the duties imposed upon the Office of
14
15 the Attorney General by law.

16 SECTION 3. This act shall become effective July 1, 2026.
16
17 SECTION 4. It being immediately necessary for the preservation
17
18 of the public peace, health or safety, an emergency is hereby
18
19 declared to exist, by reason whereof this act shall take effect and
19
20 be in full force from and after its passage and approval.
