7 An Act relating to the State Department of Education;
7 creating the LETRS Training Revolving Fund;
8 specifying source of fund; providing for
8 expenditures; providing purpose of fund; directing
9 the Department to utilize the fund to provide certain
9 training to certain teachers within certain time
10 period, subject to availability of funding; providing
10 for codification; providing an effective date; and
11 declaring an emergency.

14 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. NEW LAW A new section of law to be codified
15
16 in the Oklahoma Statutes as Section 1210.508J of Title 70, unless
16
17 there is created a duplication in numbering, reads as follows:

18 A. There is hereby created in the State Treasury a revolving
18
19 fund for the State Department of Education to be designated the
19
20 "LETRS Training Revolving Fund". The fund shall be a continuing
20
21 fund, not subject to fiscal year limitations, and shall consist of
21
22 all monies received by the Department from state appropriations
22
23 provided for the purpose of implementing the provisions of
23
24 subsection B of this section. All monies accruing to the credit of

1 the fund are hereby appropriated and may be budgeted and expended by
1
2 the Department for the purpose provided for in this subsection.

3 Expenditures from the fund shall be made upon warrants issued by the
3
4 State Treasurer against claims filed as prescribed by law with the
4
5 Director of the Office of Management and Enterprise Services for
5
6 approval and payment.

7 B. Subject to the availability of funding, the State Department
7
8 of Education shall utilize the LETRS Training Revolving Fund created
8
9 in subsection A of this section to provide training in Language
9
10 Essentials for Teachers of Reading and Spelling (LETRS) to
10
11 prekindergarten, kindergarten, first, second, and third grade
11
12 certified teachers employed by public schools in this state with the
12
13 goal of providing training to all such teachers within five (5)
13
14 years.

15 SECTION 2. This act shall become effective July 1, 2026.
15
16 SECTION 3. It being immediately necessary for the preservation
16
17 of the public peace, health, or safety, an emergency is hereby
17
18 declared to exist, by reason whereof this act shall take effect and
18
19 be in full force from and after its passage and approval.
