7 An Act relating to higher education; providing
7 certain tuition waiver for individuals who are
8 victims of certain offenses; limiting use of waiver
8 for certain time period; providing for promulgation
9 of rules; providing for codification; providing an
9 effective date; and declaring an emergency.

1 2 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
1 4 in the Oklahoma Statutes as Section 3218.7-2 of Title 70, unless
14
1 5 there is created a duplication in numbering, reads as follows:

16 A. Within The Oklahoma State System of Higher Education, no
16
1 7 resident tuition shall be charged to an individual who was a victim
17
1 8 of human trafficking for commercial sex or human trafficking for
18
1 9 labor, as such terms are defined in Section 748 of Title 21 of the
19
2 0 Oklahoma Statutes, who was under the age of eighteen (18) and a
20
2 1 resident of this state at the time of the offense.

22 B. A tuition waiver provided for in subsection A of this
22
2 3 section shall be limited to five (5) years.

1 C. The Oklahoma State Regents for Higher Education shall

2 promulgate rules to implement the provisions of this section
2
3 including tuition waiver application requirements.

4 SECTION 2. This act shall become effective July 1, 2026.
4
5 SECTION 3. It being immediately necessary for the preservation
5
6 of the public peace, health, or safety, an emergency is hereby
6
7 declared to exist, by reason whereof this act shall take effect and
7
8 be in full force from and after its passage and approval.
