7 An Act relating to schools; amending Section 2,
7 Chapter 281, O.S.L. 2023, as amended by Section 2,
8 Chapter 408, O.S.L. 2024 (70 O.S. Supp. 2025, Section
8 5-148.2), which relates to the School Security
9 Revolving Fund; expanding use of fund; removing
9 expenditure limitation; requiring certain amount of
10 funds to be allocated from the fund each fiscal year
10 for three fiscal years beginning on certain date,
11 subject to available funding; providing an effective
11 date; and declaring an emergency.

1 4 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

15 SECTION 1. AMENDATORY Section 2, Chapter 281, O.S.L.
15
1 6 2023, as amended by Section 2, Chapter 408, O.S.L. 2024 (70 O.S.
16
1 7 Supp. 2025, Section 5-148.2), is amended to read as follows:
17
18 Section 5-148.2. A. There is hereby created in the State
18
1 9 Treasury a revolving fund for the State Department of Education to
19
2 0 be designated the "School Security Revolving Fund". The fund shall
20
2 1 be a continuing fund, not subject to fiscal year limitations, and
21
2 2 shall consist of all monies received by the State Department of
22
2 3 Education from:

1 1. Reimbursements, grants, or other monies received from other
1
2 state agencies and entities for school security;
2
3 2. Reimbursements, grants, or other monies received from the
3
4 United States government obligated to school security projects;
4
5 3. Gifts, donations, and bequests; and
5
6 4. Monies appropriated or apportioned by the Legislature.

7 B. All monies accruing to the credit of the School Security
7
8 Revolving Fund are hereby appropriated and may be budgeted and
8
9 expended by the State Department of Education for the purposes of:
9
10 1. Establishing and maintaining a School Resource Officer
10
1 1 Program; and
11
12 2. Providing physical security enhancements for schools
12
1 3 including, but not limited to, school resource officers, cameras,
13
1 4 gates, lighting, locks, doors, windows, security geofencing,
14
1 5 ballistic storm shelters, and mobile panic alert systems; and
15
16 3. Contracting with a licensed mental health professional to
16
1 7 provide counseling and social services to students.
17
18 Monies in the School Security Revolving Fund shall supplement
18
1 9 and not supplant existing school security funding.
19
20 C. Expenditures from the School Security Revolving Fund shall
20
2 1 be made upon warrants issued by the State Treasurer against claims
21
2 2 filed as prescribed by law with the Director of the Office of
22
2 3 Management and Enterprise Services for approval and payment.
23
2 4 Expenditures from the School Security Revolving Fund shall not

1 exceed Subject to the availability of funding, Fifty Million Dollars
1
2 ($50,000,000.00) in any fiscal year and shall be allocated from the
2
3 School Security Revolving Fund and divided equally among every
3
4 public school district in the this state each fiscal year for three
4
5 (3) fiscal years beginning July 1, 2026.
5
6 SECTION 2. This act shall become effective July 1, 2026.
6
7 SECTION 3. It being immediately necessary for the preservation
7
8 of the public peace, health, or safety, an emergency is hereby
8
9 declared to exist, by reason whereof this act shall take effect and
9
1 0 be in full force from and after its passage and approval.
