7 An Act relating to higher education; prohibiting
7 certain institutions of higher education from using
8 state funds to provide certain scholarship, grant,
8 aid, or discount to certain students; providing for
9 promulgation of rules; providing for codification;
9 providing an effective date; and declaring an
10 emergency.

1 3 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
1 5 in the Oklahoma Statutes as Section 3242.4 of Title 70, unless there
15
1 6 is created a duplication in numbering, reads as follows:
16
17 A. Beginning with the 2026-2027 academic year, an institution
17
1 8 of higher education within The Oklahoma State System of Higher
18
1 9 Education shall be prohibited from using state funds to provide a
19
2 0 scholarship, a grant, tuition aid, or discounted tuition to foreign
20
2 1 national students who are enrolled in the institution.
21
22 B. The Oklahoma State Regents for Higher Education shall
22
2 3 promulgate rules to implement the provisions of this section.

24 SECTION 2. This act shall become effective July 1, 2026.

1 SECTION 3. It being immediately necessary for the preservation

2 of the public peace, health, or safety, an emergency is hereby
2
3 declared to exist, by reason whereof this act shall take effect and
3
4 be in full force from and after its passage and approval.
