7 An Act relating to higher education; prohibiting
7 certain individuals from being eligible to enroll in
8 certain institutions; providing for promulgation of
8 rules; providing for codification; providing an
9 effective date; and declaring an emergency.

1 2 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
1 4 in the Oklahoma Statutes as Section 3242.4 of Title 70, unless there
14
1 5 is created a duplication in numbering, reads as follows:
15
16 A. An individual who is not lawfully present in the United
16
1 7 States shall not be eligible to enroll in an institution of higher
17
1 8 education within The Oklahoma State System of Higher Education.
18
19 B. The Oklahoma State Regents for Higher Education shall
19
2 0 promulgate rules to implement the provisions of this section.
20
21 SECTION 2. This act shall become effective July 1, 2026.

22 SECTION 3. It being immediately necessary for the preservation
22
2 3 of the public peace, health, or safety, an emergency is hereby
23

1 declared to exist, by reason whereof this act shall take effect and

2 be in full force from and after its passage and approval.
