7           An Act relating to state government; creating the

7           State Employee Compensation Board; providing for

8           membership of certain Board; providing procedure for

8           certain Board to make certain recommendations;

9           requiring submission of certain recommendations;

9           providing for codification; and providing an

10          effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14  SECTION 1.      NEW LAW   A new section of law to be codified

14

15 in the Oklahoma Statutes as Section 291.5 of Title 74, unless there
15

16 is created a duplication in numbering, reads as follows:
16

17  A. There is hereby created the State Employee Compensation

17

18 Board.
18

19  B. The Board shall consist of the following members, who shall

19

20 serve for two-year terms:
20

21  1. Three members appointed by the Governor;

21

22  2. Two members appointed by the President Pro Tempore of the

22

23 Senate;

1      3. Two members appointed by the Speaker of the House of

2 Representatives;

3      4. One member appointed by the Minority Leader of the Senate;

4 and

5      5. One member appointed by the Minority Leader of the House of

5

6 Representatives.

7      C. 1. The Board shall meet in odd-numbered years and recommend

7

8 adjustments to salaries, benefit allowances, and other compensation
8

9 for state employees. Such recommendations shall be made by a
9

10 majority vote of the Board.

11     2. The Board's recommendations shall be electronically

11

12 transmitted to the Governor, President Pro Tempore of the Senate,
12

13 Speaker of the House of Representatives, Minority Leader of the
13

14 Senate, and Minority Leader of the House of Representatives.

15     SECTION 2. This act shall become effective November 1, 2026.
