7 An Act relating to driver licenses; requiring Service
7 Oklahoma to query the Electronic Verification of
8 Vital Events (EVVE) system under certain conditions;
8 requiring EVVE to provide a certain verification
9 process under certain conditions; requiring Service
9 Oklahoma to promulgate certain rules; providing for
10 codification; and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 6-110.6 of Title 47, unless
15
16 there is created a duplication in numbering, reads as follows:

17 A. Whenever an applicant for a driver license or state-issued
17
18 identification card presents an original or certified birth
18
19 certificate copy as proof of identity, Service Oklahoma shall query
19
20 the Electronic Verification of Vital Events (EVVE) system prior to
20
21 issuance of a new driver license or state-issued identification
21
22 card, a renewal of a driver license or state-issued identification
22
23 card, or an application for a lost or destroyed driver license or
23
24 state-issued identification card. In the event that the EVVE system

1 is unable to verify the original or certified birth certificate copy

2 presented for any reason, the EVVE system shall provide a question-
2
3 and-answer-based verification process that, with near certainty, can
3
4 establish the validity of the professed identity of the applicant.

5 B. Service Oklahoma shall promulgate rules for the provisions
5
6 provided for in this section.

7 SECTION 2. This act shall become effective November 1, 2026.
