7 An Act relating to driver licenses; requiring Service
7 Oklahoma to enact certain license tracking system by
8 or before certain date; requiring Service Oklahoma to
8 enact certain expedited delivery of credentials by or
9 before certain date; providing for codification;
9 providing an effective date; and declaring an
10 emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 6-101.6 of Title 47, unless
15
16 there is created a duplication in numbering, reads as follows:

17 A. By or before January 1, 2027, Service Oklahoma shall enact a
17
18 system that enables an individual to track the mailing status of a
18
19 driver license or identification card issued to such individual by
19
20 Service Oklahoma. Such system shall consist of an update via
20
21 electronic communication sent directly to an individual about a
21
22 change in the mailing status of a driver license or identification
22
23 card or a web portal where an individual may register to view the
23
24 current mailing status of a driver license.

1 B. By or before January 1, 2027, Service Oklahoma shall enact a

2 system that enables an applicant for a credential to be issued by
2
3 Service Oklahoma, including REAL ID Compliant and REAL ID
3
4 Noncompliant driver licenses and identification cards, to request
4
5 expedited delivery of the credential at the time of issuance. For
5
6 those electing for expedited delivery, there shall be assessed, in
6
7 addition to any other fees provided for by law, an expedited
7
8 delivery fee of Twenty-five Dollars ($25.00). The expedited
8
9 delivery fee shall be deposited to the credit of the Service
9
10 Oklahoma Revolving Fund.

11 SECTION 2. This act shall become effective July 1, 2026.
11
12 SECTION 3. It being immediately necessary for the preservation
12
13 of the public peace, health or safety, an emergency is hereby
13
14 declared to exist, by reason whereof this act shall take effect and
14
15 be in full force from and after its passage and approval.
