7 An Act relating to schools; requiring school district
7 boards of education to adopt certain policy;
8 requiring boards of education to provide certain
8 program on sex trafficking and exploitation
9 prevention and awareness to certain students;
9 directing the State Department of Education to
10 develop certain curriculum on human trafficking;
10 requiring curriculum for certain grades to address
11 specific topics; directing the Department to develop
11 certain curriculum on social media; allowing
12 collaboration to develop curriculum; requiring school
12 district to post curriculum on district's website for
13 public inspection; requiring curriculum to be
13 provided to students in certain grades in certain
14 manner; requiring written notification of curriculum;
14 allowing boards of education to partner with certain
15 organizations and law enforcement agencies; directing
15 the Department to develop and make available to the
16 public certain education video that addresses certain
16 topics; directing the Department to identify certain
17 resources and provide certain units or lesson plans;
17 providing for codification; and providing an
18 effective date.

2 1 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
21
22 SECTION 1. NEW LAW A new section of law to be codified
22
2 3 in the Oklahoma Statutes as Section 24-100.11 of Title 70, unless
23
2 4 there is created a duplication in numbering, reads as follows:

1 A. Each school district board of education in this state shall
1
2 adopt a policy regarding sex trafficking and exploitation prevention
2
3 and education programs for students.
3
4 B. Each school district board of education in this state shall
4
5 provide schoolwide education programs to all students in grades six
5
6 through twelve and staff addressing sex trafficking and exploitation
6
7 prevention and awareness.

8 C. The State Department of Education shall develop and make
8
9 available to every public school that serves sixth through twelfth
9
1 0 grade in this state curriculum that shall be taught as a stand-alone
10
1 1 unit of instruction regarding human trafficking with an emphasis on
11
1 2 sex trafficking. The curriculum shall be age appropriate and shall
12
1 3 include an emphasis on exploitation prevention. For students in
13
1 4 grades nine through twelve, curriculum shall specifically include
14
1 5 the following:
15
16 1. Definitions and nature of sex trafficking and exploitation;
16
17 2. Current laws on sex trafficking and exploitation in this
17
1 8 state;
18
19 3. Facts and statistics of sex trafficking and exploitation in
19
2 0 this state and throughout the United States;
20
21 4. How sex traffickers profile victims;
21
22 5. The role of online computer activity;
22
23 6. How demand is created and the industries that influence sex
23
2 4 trafficking and exploitation;

1 7. How to identify a potential victim and what to do when a

2 person identifies a victim;
2
3 8. Understanding force, fraud, and coercion;
3
4 9. Understanding how traffickers groom a victim;
4
5 10. The differences between prostitution and sex trafficking
5
6 and exploitation;
6
7 11. The role that pornography plays in sex trafficking and
7
8 exploitation;
8
9 12. Understanding the complexities of abuse, indoctrination,
9
1 0 and manipulation;
10
11 13. Understanding the physiological makeup of a sex trafficking
11
1 2 victim;
12
13 14. Rescuing victims of sex trafficking and exploitation; and
13
14 15. How to engage in the fight against sex trafficking and
14
1 5 exploitation.

16 D. The State Department of Education shall develop and make
16
1 7 available to every public school that serves sixth through twelfth
17
1 8 grade in this state curriculum that shall be taught as a stand-alone
18
1 9 unit of instruction regarding social media and how students may best
19
2 0 protect themselves from exploitation when using social media and
20
2 1 internet services including, but not limited to, online gaming, chat
21
2 2 rooms, and email. The curriculum shall be age appropriate and shall
22
2 3 be updated annually to respond to changes in social media.

1 E. The State Department of Education may collaborate with
1
2 outside organizations including law enforcement agencies to develop
2
3 the curriculum required by this section at no cost to the State
3
4 Department of Education. The curriculum shall be provided at no
4
5 cost to school districts.
5
6 F. Curriculum used by a school district pursuant to this
6
7 section shall be made available for public inspection on the school
7
8 district's website.
8
9 G. The curriculum required in subsections C and D of this
9
1 0 section shall be combined into a single unit.

11 1. For grades six through eight, the curriculum shall be taught
11
1 2 as a ninety-minute unit divided into forty-five-minute segments over
12
1 3 two (2) days, which may not be consecutive, but each segment shall
13
1 4 be provided no more than one week apart.
14
15 2. For grades nine through twelve, the curriculum shall be
15
1 6 taught as a one-hundred-thirty-five-minute unit divided into forty-
16
1 7 five-minute segments over three (3) days, which may not be
17
1 8 consecutive, but each segment shall be provided no more than one
18
1 9 week apart.

20 H. School districts shall provide parents and legal guardians
20
2 1 of students written notification, which includes an explanation of
21
2 2 the presentation, who the presenter(s) will be, and any organization
22
2 3 with which the presenter is affiliated, at least seven (7) days
23
2 4 prior to presentation of the curriculum. The notification shall

1 include information to parents and legal guardians that they may opt
1
2 their student out of the curriculum by providing written notice to
2
3 the school district.

4 I. Each school district board of education may partner with
4
5 nonprofit organizations and law enforcement agencies that specialize
5
6 in outreach and education programs on sex trafficking and
6
7 exploitation to make literature that addresses sex trafficking and
7
8 exploitation available and to assist in presenting the curriculum to
8
9 students. Literature and assistance provided pursuant to this
9
1 0 subsection shall be at no cost to school districts and shall be
10
1 1 limited in scope to the topics and guidance provided in subsections
11
1 2 B, C, and D of this section. Any literature provided pursuant to
12
1 3 this subsection shall be made available for public inspection on the
13
1 4 school district's website.

15 J. The State Department of Education shall develop and make
15
1 6 available to the public on its website a ninety-minute education
16
1 7 video that addresses sex trafficking, exploitation prevention, and
17
1 8 social media use. The program shall be divided into segments not to
18
1 9 exceed twenty (20) minutes each. The Department shall also make
19
2 0 available on its website links to materials that complement the
20
2 1 education video and links to nonprofit organizations that specialize
21
2 2 in outreach and education programs on sex trafficking and
22
2 3 exploitation. The education video required by this subsection shall
23
2 4 address the topics outlined in paragraphs 1 through 15 of subsection

1 C of this section as well as concrete steps that parents and legal
1
2 guardians can take to protect children from exploitation.

3 K. The State Department of Education shall identify resources
3
4 and provide exemplar units or sample lesson plans designed to help
4
5 teachers provide instruction on the subject matters outlined in this
5
6 section.

7 SECTION 2. This act shall become effective July 1, 2027.
