7 An Act relating to state government; creating the
7 Judea and Samaria Act; providing short title;
8 defining terms; prohibiting state agencies from using
8 certain term in certain materials; providing for
9 certain exception; providing for codification; and
9 providing an effective date.

12 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

13 SECTION 1. NEW LAW A new section of law to be codified
13
14 in the Oklahoma Statutes as Section 9300 of Title 74, unless there
14
15 is created a duplication in numbering, reads as follows:
15
16 This act shall be known and may be cited as the "Judea and
16
17 Samaria Act".

18 SECTION 2. NEW LAW A new section of law to be codified
18
19 in the Oklahoma Statutes as Section 9301 of Title 74, unless there
19
20 is created a duplication in numbering, reads as follows:

21 As used in this act:
21
22 1. "Judea and Samaria" means the land controlled by Israel from
22
23 Jordan during the Six-Day War in 1967, with the land south of
23

1 Jerusalem being considered Judea and the land north of Jerusalem
1
2 being considered Samaria;

3 2. "Official government material" means a guidance, rule,
3
4 material, briefing, press release, or communication prepared by a
4
5 state agency; and
5
6 3. "State agency" means any board, commission, department,
6
7 authority, bureau, office, or other entity created with authority to
7
8 make rules or formulate orders as defined in the Administrative
8
9 Procedures Act.

10 SECTION 3. NEW LAW A new section of law to be codified
10
11 in the Oklahoma Statutes as Section 9302 of Title 74, unless there
11
12 is created a duplication in numbering, reads as follows:

13 A. Except as provided in subsection B of this section, no state
13
14 agency shall use the term "West Bank" to refer to Judea and Samaria
14
15 in an official government material or use state funds to create an
15
16 official government material that refers to Judea and Samaria as
16
17 West Bank.

18 B. The executive head of a state agency may waive the
18
19 prohibition provided for in subsection A of this section if the
19
20 executive head:
20
21 1. Determines that it is in the best interest of the state to
21
22 do so; and
22
23 2. Electronically submits to the Governor, the President Pro
23
24 Tempore of the Senate, and the Speaker of the House of

1 Representatives a written explanation of such determination no later
1
2 than thirty (30) days after the date on which the executive head of
2
3 the state agency makes such determination.
3
4 SECTION 4. This act shall become effective November 1, 2026.
