7 An Act relating to schools; requiring the State
7 Department of Education to develop and make available
8 certain curriculum for students in certain grades
8 prior to certain school year; providing curricular
9 concepts; allowing curriculum to be taught as a
9 stand-alone unit or integrated into existing courses;
10 directing the Department to post the curriculum on
10 its website and identify certain resources; allowing
11 school districts to teach certain concepts in certain
11 school year; providing opt out of curriculum;
12 providing for codification; providing an effective
12 date; and declaring an emergency.

15 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

16 SECTION 1. NEW LAW A new section of law to be codified
16
17 in the Oklahoma Statutes as Section 11-103.6q of Title 70, unless
17
18 there is created a duplication in numbering, reads as follows:

19 A. Prior to the beginning of the 2027-2028 school year, the
19
20 State Department of Education shall develop and make available to
20
21 public high schools in this state a curriculum for students in ninth
21
22 through twelfth grades to address awareness and prevention of
22
23 domestic violence and human trafficking. The curriculum shall:

1 1. Teach students how to recognize, prevent, and seek help for

2 domestic violence and human trafficking;
2
3 2. Teach students the warning signs of dating violence and
3
4 abusive behavior including both physical and emotional abuse;
4
5 3. Promote safe and healthy relationships and student well-
5
6 being including healthy relationship communication skills; and
6
7 4. Be medically accurate and appropriate for the age of the
7
8 students.

9 B. The curriculum required by subsection A of this section may
9
10 be taught as a stand-alone unit of instruction or may be integrated
10
11 into one or more existing courses of study.
11
12 C. The State Department of Education shall post the curriculum
12
13 on its website and shall identify resources that school districts
13
14 can use to implement the provisions of this section.
14
15 D. School districts in this state may begin teaching the
15
16 concepts provided for in subsection A of this section during the
16
17 2027-2028 school year.

18 E. A school district that teaches the concepts provided for in
18
19 subsection A of this section shall provide an option for the parent
19
20 or legal guardian of a student to opt the student out of the
20
21 curriculum.

22 SECTION 2. This act shall become effective July 1, 2026.
22
23 SECTION 3. It being immediately necessary for the preservation
23
24 of the public peace, health, or safety, an emergency is hereby

1 declared to exist, by reason whereof this act shall take effect and

2 be in full force from and after its passage and approval.
