7 An Act relating to schools; directing the State Board
7 of Career and Technology Education to establish
8 certain pilot program to provide certain grants;
8 providing eligibility for grants; providing for grant
9 applications to be made to certain board on certain
9 form; providing for review, approval, and disapproval
10 of applications; requiring school districts with
10 certain average daily memberships to be included in
11 pilot program; directing the State Board of Career
11 and Technology Education, subject to availability of
12 funds, to allocate certain amount of funds for the
12 pilot program; requiring pilot program grant
13 recipients to submit certain report; providing for
13 contents of report; directing the State Board of
14 Education to determine if certain programs are
14 eligible for certain academic credit; providing for
15 promulgation of rules; providing for codification;
15 providing an effective date; and declaring an
16 emergency.

19 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

20 SECTION 1. NEW LAW A new section of law to be codified
20
21 in the Oklahoma Statutes as Section 14-137 of Title 70, unless there
21
22 is created a duplication in numbering, reads as follows:

23 A. The State Board of Career and Technology Education, in
23
24 conjunction with the State Board of Education, shall establish and

1 maintain a pilot program to provide grants to public school
1
2 districts to offer career and technology programs to students in
2
3 grades nine through twelve.
3
4 B. A public school district may be eligible to receive a grant
4
5 pursuant to this section if:
5
6 1. The public school district can demonstrate that the career
6
7 and technology program to be offered is not currently available at a
7
8 technology center school within fifty (50) miles of the school
8
9 district;
9
10 2. The public school district can demonstrate with data and
10
11 research that the career and technology program will meet a
11
12 workforce need;
12
13 3. The public school district can demonstrate public support
13
14 for the career and technology program including student interest in
14
15 enrolling in the program; and
15
16 4. The public school district meets any other requirements
16
17 established by the State Board of Career and Technology Education
17
18 and the State Board of Education.

19 C. 1. A public school district seeking to participate in the
19
20 pilot program shall apply to the State Board of Career and
20
21 Technology Education for a grant in the manner and on a form
21
22 prescribed by the Board. Grant applications shall be reviewed and
22
23 approved or disapproved by the State Board of Career and Technology
23
24 Education and the State Board of Education.

1 2. The State Board of Career and Technology Education and the

2 State Board of Education shall ensure that pilot program grants are
2
3 given to a representative sample of Oklahoma school districts, which
3
4 shall include:
4
5 a. a school district with an average daily membership
5
6 (ADM) of more than two thousand five hundred (2,500)
6
7 students but fewer than ten thousand (10,000)
7
8 students,
8
9 b. a school district with an ADM of two thousand five
9
10 hundred (2,500) students or fewer, and
10
11 c. a school district with an ADM of one thousand (1,000)
11
12 students or fewer.

13 D. Subject to the availability of funds, Ten Million Dollars
13
14 ($10,000,000.00) shall be allocated by the State Board of Career and
14
15 Technology Education to fund pilot program grants. Grant amounts
15
16 shall be determined based on the number of approved applicants and
16
17 the cost of the proposed career and technology program.

18 E. One year after implementation of the pilot program, school
18
19 districts that receive pilot program grants pursuant to this section
19
20 shall provide a report to the State Board of Education and the State
20
21 Board of Career and Technology Education that includes an itemized
21
22 expenditure list, data on student participation, and
22
23 recommendations, if any, for future program operations.

1 F. The State Board of Education shall review career and
1
2 technology programs established pursuant to this section to
2
3 determine if they are eligible for academic credit toward meeting
3
4 the graduation requirements set forth in Section 11-103.6 of Title
4
5 70 of the Oklahoma Statutes.

6 G. The State Board of Career and Technology Education and the
6
7 State Board of Education shall promulgate rules necessary to
7
8 implement the provisions of this section.
8
9 SECTION 2. This act shall become effective July 1, 2026.
9
10 SECTION 3. It being immediately necessary for the preservation
10
11 of the public peace, health, or safety, an emergency is hereby
11
12 declared to exist, by reason whereof this act shall take effect and
12
13 be in full force from and after its passage and approval.
